The City of Winnipeg has numerous programs and services that help improve the lives of all residents, including a number of programs specifically for those living on low income. Accessible and age friendly services

The City is committed to providing accessible and age friendly services and programs for everyone, regardless of age or ability.

Affordable rental housing

The Winnipeg Housing Rehabilitation Corporation (a non-profit corporation established by City Council) provides affordable housing to individuals and families in over 40 different properties across the city.

Computer training workshops

Find out about free computer training workshops at libraries.

Computers, meeting rooms, and study space

You can reserve computers, meeting rooms and study spaces at any library.

Creative technology lab (ideaMILL)

Get creative with high end computers and software, 3D printers, video and photo equipment, crafting tools, sewing machines, and more at the ideaMILL at Millennium Library.

Crime prevention presentations

The Winnipeg Police Service provides presentations on crime prevention and safety topics. If you are interested in having a police officer provide a presentation to your group, you can request a crime prevention presentation.

Crisis support

Community Crisis Workers, working out of Millennium Library, provide information and referrals for shelter and housing, social assistance, employment, mental health programs and services, and much more.

Garden plot rentals

Grow your own food by participating in the City’s allotment/community garden program. Individual garden plots are available to rent or you can join a community group and work in a shared garden.

Unsheltered Winnipeggers

The City of Winnipeg is committed to working with partner agencies to find long-term solutions for supporting unsheltered Winnipeggers.

Indigenous programs and resources

Through the Indigenous Relations Division, the City is committed to enhancing our relationship with and providing opportunities for Winnipeg's Indigenous population.

Oshki Annishinabe Nigaaniwak, the City of Winnipeg's Indigenous Youth Strategy, gives Indigenous youth positive opportunities in the community and civic system by bridging and providing culturally appropriate programs and supports related to employment, literacy and recreation to increase resiliency, self-sustainability, pride and future opportunities.

Manitoba 211 is an online searchable database of health and social services offered by other levels of government and organizations across the province.

Newcomer/recent immigrant resources

You can find Newcomers Information on a variety of City services for individuals who have moved – or are planning to move – to Winnipeg.

Property tax payment plans

Monthly payment plans for annual property taxes to property and business owners can be arranged through the Tax Instalment Payment Plan (TIPP).

Public washrooms

Public washrooms are available 24 hours a day, seven days a week, 365 days of the year in the Downtown area to provide places to go for those experiencing homelessness.

Recreation activities and passes

Subsidies are available for recreation facility passes and Leisure Guide activities for both adults and children, based on financial need.

The Priceless Fun guide provides information on free recreation and library programs for all ages.

Saving for your child’s education

The City wants to help all eligible families access the Canada Learning Bond. The Canada Learning Bond is a Federal Government program to help low-income families save for their children’s higher education.

Smoke alarm installation

The Winnipeg Fire Paramedic Service will install a free smoke alarm by appointment on Saturdays in owner-occupied dwellings not currently equipped with one through the Smoke Alarm for Every Family (S.A.F.E.) program.

Spay/neuter your cat or dog

Information on low-cost spay/neuter services for cats and dogs.

Water bill assistance

Those having difficulty paying their water bill, and at risk of having water disconnected, can apply for support through the H2O Help to Others program.

To help manage your bills, payment arrangements for your water bill can be made by contacting the City’s Utility Billing Centre.
