When will general assessment notices be mailed?
The following are proposed mailing months for specific General Assessment years:

Can I file an application for revision for my Business Annual Rental Value (ARV) Assessment between General Assessment years?
Yes, you may file an application for revision for your Business ARV Assessment between General Assessment years.

A public notice appears in both daily newspapers to remind business owners of this important deadline.

You may also file an application for revision for a Supplementary Assessment Notice which may be issued by the Assessment and Taxation Department if there is a change in the details on a prior notice (for example: name, description, address, changes to business value, etc.).

If you have concerns about your assessment, you should act promptly to have your concerns addressed.

Legislation allows for an application for revision to be filed with the Board of Revision within 20 days of receipt of a Supplementary Assessment Notice.
What is the application for revision filing period for the 2024 Business ARV Assessment?

You may file an application for revision on your 2024 Business ARV Assessment between November 3, 2023 at 8:30 a.m.  and November 28, 2023 at 4:30 p.m. CT

Applications for revision for the 2024 Business ARV Assessment must be filed no later than Tuesday, November 28, 2023 at 4:30 p.m. CT. Your completed application for revision must include the appropriate non-refundable filing fee.  Late applications will not be accepted.

Will I always receive a Business ARV Assessment Notice between General Assessments?
No. You may receive a new assessment notice for a variety of reasons including:
  1. Ownership changes (initiated through Land Titles):
    • new owner(s)
    • change in title (change in name or title holders)
  2. Building alteration/demolition permit resulting in a change to assessed value, classification or liability:
    • additions to property (garage, deck, air conditioning, basement finish, etc.)
    • renovations/alterations
    • demolitions
    • conversion from multi-family to single family or single family to multi-family
  3. Inquiry resulting in a change to assessed value, classification or liability. Assessor has inspected property for:
    • structural problems
    • correcting property features
    • neighbourhood review

No, the filing fee is non-refundable.
Can I file an application for revision for my tax bill?
No, you can only file an application for revision for your assessment notice.
Is it too late to file an application for revision for my 2023 Business ARV Assessment?
Yes, the application for revision period for the 2023 Business ARV Assessment was in November 2022.
Does the Board of Revision advertise the application for revision filing period every year?
Yes, a public notice is placed in the Winnipeg Free Press, Winnipeg Sun and La Liberté in the first two weeks in November. It is also listed on the City of Winnipeg website during the application intake period.
Do I have to pay the non-refundable fee at the same time that I file an application for revision?

Yes, the non-refundable filing fee must accompany the application for revision.

If the non-refundable filing fee does not accompany your application for revision, your application for revision will not be accepted.

Can I file my application online?

Yes.  Online filing is available between November 3 at 8:30 a.m. and November 28, 2023 at 4:30 p.m. CT. Credit card payment is required to complete the filing process.

If a business owner feels an application for review is warranted, online filing is encouraged.

No. If you miss the application for revision filing deadline, in any given year, you must wait until the next year to file an application for revision.
