What is OurWinnipeg?
OurWinnipeg is the City of Winnipeg's 25-year plan for strategic growth and development. It provides a vision and policies that influence the delivery of City services, how residents get around the city, and how the city grows.
The OurWinnipeg plan (By-law No. 120/2020) and Complete Communities Direction Strategy (Secondary Plan No. 119/2020) took effect on May 26, 2022, replacing OurWinnipeg (By-law No. 67/2010) as the official development plan guiding growth and change for the city. The City of Winnipeg Charter requires that a review of OurWinnipeg be initiated within five years of the 25-year development plan adoption. The review enables a re-evaluation of policy effectiveness and relevance in response to community needs. The development plan must set out:

This plan is required by then City of Winnipeg Charter that requires the City to adopt, by by-law, a development plan that sets out long-term plans and policies. The plan guides the physical, social, environmental, economic and development objectives and informs more detailed planning on specific topics or for specific areas. It also sets measures for implementing the plan.

What did the review process accomplish?
The review process provided an opportunity to revisit the vision and policies articulated in OurWinnipeg to ensure we are realizing our city's collective vision and responding to community needs.
What are the key updates/differences in the 2045 version of OurWinnipeg? What has changed since 2011?
Updated policy content in the new OurWinnipeg draft consists of 21 objectives and 137 policy statements that reflect consistency with previous policy direction, but contain new emphasis or refined policy intent in the following areas:
- Decision-making criteria for proactive solutions
- Social, environmental and economic impact of municipal investments
- Collective impact for community benefit
- Removing systemic barriers
- Climate targets and action
- Social determinants of health and health equity
- Healthy built environments
- Poverty reduction, innovation and green solutions as economic drivers
What happened to the four direction strategies adopted in 2011?
These strategies were included as high level policy in both OurWinnipeg 2045 and Complete Communities Direction Strategy 2.0 updates.
How does Complete Communities Direction Strategy fit with the OurWinnipeg review?
Complete Communities is the OurWinnipeg companion document dealing with future land use. It is a Council-adopted bylaw that contains policy direction regarding the city's physical development moving forward.
How is the public involved in the review process?
Public engagement activities were held at the beginning of the review, which began in 2016. As well, stakeholders were involved throughout the review. Public feedback was also gathered during the third and final phase of the review process, which is summarized in the OurWinnipeg 2045 Phase 3 Engagement Summary. An OurWinnipeg Community Advisory Committee made up of Winnipeg residents has provided advice about community-based issues, public engagement activities, city-wide priorities, and other related issues regularly.

Who is responsible for approving the new plan?
The formal plan approval process for OurWinnipeg requires a public hearing at the Executive Policy Committee, as well as approval from both City Council and the Province of Manitoba.
