Community Notification
The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Michael Kyle LANGILLE, also known as Michael William Kyle LANGILLE, 38 years of age, a convicted sex offender who is considered high risk to re‑offend in a sexual and/or sexually violent manner against all females, both adults and particularly children.
LANGILLE will be released from Stony Mountain Institution, Manitoba on October 18, 2021 after serving a total sentence of three years and eight months (plus credit of 4 months pre-sentence custody) for three counts of Breach of recognizance order, and Access child pornography. LANGILLE is expected to take up residence in Winnipeg, Manitoba.
Upon release, LANGILLE will be subject to a lifetime order which prohibits:
- LANGILLE from attending public parks, public swimming areas where persons under the age of sixteen years are present or can reasonably be expected to be present, or a day care centre, school ground, playground or community centre;
- Seeking, obtaining or continuing any employment, or being a volunteer, that involves being in a position of trust or authority towards persons under 16 years of age;
- Having contact with any person under 16 years of age unless done so under the supervision of a person the court deems appropriate; and
- Using a computer for the purpose of communicating with a person under 16 years of age.
In addition, he will be subject to a weapons prohibition order.
LANGILLE will also be subject to a two-year Recognizance order.
LANGILLE has a history of violent and sexual offences. Although he has participated in some treatment programming, LANGILLE is still considered high risk to re-offend in a sexual and/or sexually violent manner. All females, both adults and particularly children are at risk.
Background information:
Michael Kyle LANGILLE is a 38 year-old male with a criminal record including convictions for sexual assault, possession of child pornography, distribution of child pornography, and access child pornography, utter threats and numerous breaches of Probation and Recognizance orders.
LANGILLE”S most recent convictions in February 2018 for three counts of Breach of Recognizance order and one count of Access child pornography resulted in a total sentence of three years and eight months (in addition to four months pre-sentence custody credit). Those offences involved breaching the conditions of two Recognizance orders which prohibited LANGILLE from owning, possessing or accessing any computer or electronic device capable of accessing the internet, and accessing pornography or sexually explicit material in any form or type of media. Among other things, LANGILLE accessed numerous images of child pornography and pornography on the internet.
In July 2017, LANGILLE was convicted of Breach of Recognizance order which also involved accessing the internet, in respect of which he received a seven month jail sentence.
LANGILLE was convicted in October 2014 of two counts of sexual assault that resulted in a total sentence of 2 years and 4 months (in addition to credit for 8 months pre-sentence custody). LANGILLE was previously convicted of sexual assault in 2004.
In 2011, LANGILLE was convicted of possession of child pornography and distribution of child pornography, and received a total sentence of ten months (in addition to 12 months and 15 days pre-trial custody credit).
LANGILLE has also been convicted numerous times for breaching Probation orders by: consuming methamphetamine, using a computer to access the internet, ordering pornographic movies, and possessing pornographic magazines and movies and a cell phone with a memory card, having contact with a previous victim and failing to participate in counselling as directed by his probation officer.
LANGILLE will be released from Stony Mountain Institution, Manitoba on October 18, 2021, after having served the entire sentence. LANGILLE is considered high risk to re‑offend in a sexual and/or sexually violent manner against all females, both adults and particularly children.
Upon release, LANGILLE will be subject to a two-year Recognizance order, which includes conditions such as:
- Not to possess or consume any illegal drugs, alcohol and other intoxicants except prescription drugs as prescribed;
- Attend, complete and follow the rules of any assessment, treatment or counselling, directed by his Probation Officer;
- Not to own, possess or access any personal computer system or electronic device capable of accessing the Internet; and
- Not to purchase, acquire, possess or access pornography or sexually explicit material in any form or type of media;
- Not to photograph children or accept any photograph of a child from another person, not print or store any photographs of children in any medium;
- Abide by a curfew of 10 p.m. to 7 a.m. daily and be present for curfew checks;
- Not attend a public park or public swimming area where persons under the age of 18 are present or can reasonably be expected to be present, or a daycare centre, school ground, playground or community centre;
LANGILLE is also subject to a lifetime prohibition from:
- Attending a public park or public swimming area where persons under 16 years of age are present, or a daycare, school ground, playground or community centre;
- Seeking, obtaining or continuing any employment, or being a volunteer, that involves being in a position of trust or authority towards persons under 16 years of age; and
- Using a computer for the purpose of communicating with a person under 16 years of age.
- Having contact with any person under 16 years of age unless done so under
the supervision of a person the court deems appropriate; and
- Using a computer for the purpose of communicating with a person under 16 years of age.
LANGILLE is subject to a weapons prohibition order which expires in October 2024.
While incarcerated, LANGILLE participated in some sex offender programming but is still considered high risk to re-offend in a sexual and/or sexually violent manner against against all females, both adults and particularly children.
LANGILLE is expected to take up residence in Winnipeg, Manitoba.
