Armed and Barricaded – Arrests: C22-182129 & C22-183311

On August 12, 2022, at approximately 11:40 a.m., a Central District General Patrol unit was patrolling the West Broadway area when they observed a known male (believed to be Erik Petersen) parking a stolen truck behind an apartment block in the 300 block of Langside Street.

Officers positioned their cruiser car in front of the stolen truck and exited in an attempt to take him into custody. He subsequently rammed the cruiser car and narrowly missed hitting the officers as he tried to flee in the vehicle.

The male then drove into oncoming traffic and disobeyed several traffic control devices. Police units attempted to pursue the stolen truck but stopped soon after.

On August 13, 2022, members of the Guns & Gangs Unit, investigating a different male (Daniel Foui) for illegal possession of several firearms, obtained a search warrant for a residence in the 300 block of Langside Street.

At approximately 6:50 p.m., a Guns & Gangs unit located the suspect (Foui) in the area of Broadway and Furby Street. He was taken into custody after a short foot pursuit with the assistance of Central District Community Support units.

At 8:52 p.m., members of the Tactical Support Team executed the search warrant. Several individuals were taken into custody, but the suspect from the stolen vehicle incident (Petersen) was discovered inside the residence and refused to exit.

An armed and barricaded situation ensued, and the Crisis Negotiation Unit assisted with the safe resolution of the incident.

On August 14, 2022, at approximately 6:40 a.m. (after almost 10 hours), the male exited the residence and was taken into custody.

Officers later seized several items from the residence, including the following:

- A loaded sawed-off .410 shotgun
- A loaded 22-410 combination gun
- A loaded .223 rifle
- A loaded .45-70 rifle
- Two rounds of ammunition (.22 LR and .223)

Erik James Petersen, a 30-year-old male of Winnipeg, has been charged with:

- Assault a Peace Officer with a Weapon (x2)
- Flight While Pursued by Peace Officer
- Dangerous Operation of a Conveyance
- Possession of Property Obtained by Crime Under $5000
- Fail to Comply with Probation Order (x2)
- Fail to Comply with Condition of Release Order

Daniel Colin Foui, a 33-year-old male of Winnipeg, has been charged with:

- Possession of a Loaded Prohibited or Restricted Firearm
- Store Firearm or Restricted Weapon Contrary to Regulations (x6)
- Possession of a Firearm Knowing its Possession is Unauthorized (x4)
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x3)
- Fail to Comply with Condition of Release Order (x2)

Both were detained.

A 25-year-old female of Winnipeg is facing charges of:

- Possession of a Loaded Prohibited or Restricted Firearm
- Store Firearm or Restricted Weapon Contrary to Regulations (x7)
- Unauthorized Possession of a Firearm (x3)
- Unauthorized Possession of a Prohibited or Restricted Weapon

She was released on an Undertaking (as mandated by the Criminal Code).

Serial Break & Enters – Arrest: E22-18130

Between May and August 2022, the Winnipeg Police Service's Property Crimes Unit entered into an investigation regarding numerous apartment break-ins, including Senior Housing complexes.

Investigators believed the same suspect was committing these crimes by breaking into the complexes, entering the parking garages, smashing vehicle windows, and stealing property. This crime spree involved more than $120,000 of property damage, approximately $12,000 in stolen property, and over 100 people victimized.

Below is a list of offence locations and stolen property:

May 26, 2022, a Senior's apartment in the first 100 block of El Tassi Drive
- five vehicle windows were smashed, and property stolen

June 4, 2022, adjoining Condominiums in the 200 block of Waterfront Drive
- twelve vehicle windows smashed, and property stolen

July 5, 2022, an apartment block in the 900 block of St. Anne's Road
- a vehicle window smashed, wallet and credit cards stolen
- credit cards were used to purchase items at a convenience store in the 1400 block of Pembina Highway

July 12, 2022, an apartment in the first 100 block of Waterford Green Common
- two vehicle windows were smashed, and property stolen

July 20, 2022, an apartment in the first 100 block of Windmill Way
- seven vehicle windows smashed, and property stolen

July 21, 2022, an apartment in the first 100 block of Des Hivernants Boulevard North
- nine vehicle windows were smashed, and property stolen

July 22, 2022, in the area of Inkster Boulevard and Keewatin Street
- a pizza delivery driver was robbed of his wallet and threatened with bear spray

July 22, 2022, a condominium complex in the 200 block of Murray Road
- fifteen vehicle windows were smashed, and nothing was stolen
July 24, 2022, property building in the 3400 block of Pembina Highway
- five vehicle windows were smashed, nothing was stolen

July 26, 2022, an apartment block in the 1700 block of Portage Avenue
- five vehicle windows were smashed, and nothing was stolen

July 27, 2022, an apartment in the 300 block of River Avenue
- three vehicle windows smashed, and property stolen

July 29, 2022, a residential complex in the first 100 block of Coopers Town Road
- eight vehicle windows were smashed, and property was stolen, including gift cards and personal cheques

August 5, 2022, a condominium in the 700 block of St. Anne's Road
- five vehicle windows were smashed, and nothing was stolen

August 9, 2022, an apartment in the 100 block of Lyra Gate
- three vehicle windows were smashed, and property was stolen

August 10, 2022, two apartments in the 1900 and 2000 blocks of Henderson Highway
- five vehicle windows were smashed, and property was stolen

With the assistance of CCTV, investigators identified a suspect.

On August 12, 2022, members of the Property Crimes Unit, with the assistance of Major Crimes, located and arrested the suspect at a residence in the 1200 block of Plessis Road.

Brent Vernon ARKSEY, 33, of Thunder Bay, Ontario, was charged with the following offences and detained in custody:

- Mischief Under $5,000 x 83
- Theft Under $5,000 x 23
- Break and Enter, Commit Theft x 10
- Break and Enter, Commit Mischief x 5
- Fraudulent Use of Credit Card
- Robbery
- Fail to Comply with Release Order x 2


Robbery – Arrests: C22-159446

Between July and August 2022, the Winnipeg Police Service’s Major Crimes Unit, with the assistance of General Patrol and the Tactical Support Team, entered into an investigation regarding five elderly females violently robbed of their purses. With the use of CCTV surveillance, investigators identified two suspects, a male and a female, who were committing these crimes.  

On July 17, 2022, at approximately 4:00 p.m., a victim in her seventies was robbed of her purse in the Casino parking lot on Regent Avenue. She was dragged to the ground by an adult male and received minor injuries. The suspect fled.

On July 19, 2022, at approximately 2:30 a.m., the victim’s stolen credit card was used at a convenience store and a fast food restaurant in the 3000 block of Portage Avenue.

On August 1, 2022, at approximately 5:45 p.m., a victim in her seventies was robbed by two males while she was in the parking lot of a grocery store in the 3900 block of Grant Avenue. Her purse and contents were stolen, and the suspects fled.

Her credit card was subsequently used to purchase gas, liquor, cannabis and convenience store purchases in the 6600 block of Grant Avenue.

On August 6, 2022, at approximately 11:30 a.m., a victim in her eighties was robbed of her purse outside a pharmacy in the 3600 block of Portage Avenue. She was not injured, and the suspect fled.

On August 7, 2022, at approximately 3:30 p.m., a victim in her seventies was robbed of her purse in the parking lot of a grocery store in the 1100 block of Grant Avenue. She was not injured, and the suspect fled.

On August 8, 2022, at approximately 2:30 p.m., a victim in her seventies was robbed of her purse in the parking lot of a grocery store in the 1100 block of Grant Avenue. She was not injured, and the suspect fled.

These robberies were captured on CCTV surveillance, and the suspects were identified.

On August 14, 2022, the two suspects were located at a park in Headingley and taken into custody. A subsequent search warrant at a storage facility was executed.

As a result of this investigation, the following items were seized:

- a .22 calibre rifle
- approximately 1.50 grams of fentanyl (estimated street value of $200)
- approximately 11 grams of cocaine (estimated street value of $1,000)
- approximately 3 grams of heroin (estimated street value of $1,500)

A 25-year-old female, Kudakwashe HAMBIRA, of Winnipeg, was charged with the following 12 offences:

- Unauthorized Possession of a Firearm
- Robbery x 3
- Fraud Use of Credit Card x 4
- Possession of Property Obtained by Crime x 4

A 23-year-old male, Kidega SABIL, of Winnipeg, was charged with the following 21 offences:

- Unauthorized Possession of a Firearm
- Robbery x 5
- Fraud Use of Credit Card x 6
- Possession of Property Obtained by Crime x 6
- Possession Scheduled Substance for Purpose of Trafficking -  Methamphetamine
- Possession Scheduled Substance for Purpose of Trafficking -  Cocaine
- Possession Scheduled Substance for Purpose of Trafficking -  Heroine

Both were detained in custody.
