St. James Community Parks and Recreation Improvements

May 2022 - Construction of the new pathway and lighting on the east side of Sturgeon Creek is complete. Design work for the Sturgeon Athletic Field Off-Leash Dog Area is ongoing with construction expected in summer/fall 2022. For more information visit: winnipeg.ca/sturgeonoffleash.

September 2021 - Voyageur Park redevelopment is complete and opened in June 2021. Sod maintenance is still in progress.

Wading pool upgrade is complete and will be open for the summer 2022 season.

Construction of the new pathway and lighting on the east side of Sturgeon Creek is underway and is expected to be complete mid-October 2021. Landscaping around the path will be completed in spring 2022.

An update on next steps of an off-leash dog area is expected in late 2021.

May 2021 - Construction at Voyageur Park will begin May 3. The project is expected to take approximately one month to complete depending on the weather.

Construction on the Assiniboia West Community Center wading pool upgrade will begin in early May. Construction is expected to take all summer and the wading pool will be closed for the season. Residents can look forward to an exciting wading pool with new spray features and added fun for summer 2022.

A construction contract for the Sturgeon Park East path upgrade is currently being awarded. Construction on the path upgrade is expected to begin in mid-summer or fall 2021 and will take approximately 1.5 months to complete, depending on the weather.

September 2020 - A new play area and swing set has recently been installed at Voyageur School adjacent to Voyageur Park. Rather than duplicate amenities by installing additional play equipment nearby, the Voyageur Park redevelopment will instead focus on adding new fitness and pathway amenities that will be appropriate for Winnipeggers of many generations. By removing the swing and sandbox area from the project, budget can now be allocated to a longer, more user-friendly path that moves through the entirety of the area rather than dead-ending in the middle of the park. The plans also includes new benches, waste receptacles, bollards, park signs and sod. View the Revised Voyageur Park Redevelopment Plan.

May 2020 - The recommended projects were approved by Council as part of the 2020 budget. Several projects require additional design and investigation before proceeding. For an update on all projects, visit the Selected Projects tab.

March 2020 - Thank you to those who participated in phase 2 public engagement for the St. James Community Parks and Recreation Improvements project. A public engagement summary of what we heard and how it was considered is now available.

Recommended projects are included in the preliminary capital budget (page 1-12) that will be considered by Council in winter 2020 as part of the  budget process. This budget item will be considered by the Standing Policy Committee on Protection, Community Services, and Parks on Friday, March 13 at 9:30 a.m. Members of the public are welcome to register as a delegation to speak to this and other budget items on the agenda.

Phase 1 Public Engagement Summary

Thank you to over 1,000 St. James residents who completed the online survey in Phase 1 from July 3 to August 5, 2019. We analyzed your feedback to determine a list of parks and recreation improvement options to present to the community in Phase 2.

A summary of what we heard is now available.

There were two phases of engagement in this project:

1. Assessing St. James Parks and Recreation
   • Goal: Gather feedback on current parks and recreation use and needs

   • Outcome: Develop list of parks and recreation options
2. Evaluating options
   • Goal: Gather feedback on preferred parks and recreation options
     • Community workshops
   • Outcome: Determine highest priority parks and recreation options for allocating the proposed $1.4 million to meet the needs of the community

Your feedback was used to determine how $1.4 million in proposed funding should be allocated toward parks and recreation in St. James. Along with public feedback, the City considered levels of service in the area, available operating budgets, and existing recreation amenities to make final recommendations to Council.

Timeline

Proposed funding in the amount of $1.4 million, representing the appraised value of the Vimy Arena lands, has been identified in the City's 2019 Capital Budget forecast for 2020 to provide new, enhanced, or refurbished park and recreation amenities in the St. James community. 

Council directed that these funds be used to enhance the trails, lighting, security, and greenspace along  Sturgeon Creek in the area of 255 Hamilton Ave. (former Vimy Arena) , along with the development of other parks and recreation amenities in the area.

On January 25, 2018, Council identified a $1.4 million commitment from the Land Operating Reserve for the development of recreation amenities within the Assiniboia Community Committee area be referred to the 2019 budget. $1.4 million in proposed funding is currently in the 2020 budget forecast.

A portion of the $1.4 million is to enhance trails, lighting, security and green space along Sturgeon Creek near 255 Hamilton Ave. (former Vimy Arena). Community feedback on the amenities will be part of the process and the public consultation will be funded with $50,000 in the Commitment Reserve set aside in the 2014 budget.

Depending on the results of the public consultation and the amenities decided upon, there may be an operating budget impact that will need to be included in the year following construction (e.g. 2021 or 2022). The exact operating impact will be confirmed once final decisions are made.
