Boulevard access for Winnipeggers with disabilities
We offer limited boulevard snow clearing services to eligible residents with accessibility needs and no other options through the Accessibility Access to Private Property Program.
Through this service, we clear a 1.5 m path on the boulevard between the curb and the sidewalk. This provides a pathway from the resident's sidewalk to a pick-up and drop-off location.
We provide this service following a major snowfall, but only after our normal snow clearing activities are complete.
Eligibility criteria
- The property for which the service is requested must not have a front driveway
- The resident must meet all three of these criteria:
- They must be physically incapable of shoveling snow (certified by a doctor)
- They must not live with any other able-bodied person
- They must be financially unable to privately hire someone to do the work
Application process

- A medical professional must complete and sign Section 2

Important notes
Approved applications will be issued for either a one- or three-year term.
Those with short-term medical issues will be enrolled for one-year terms.
Those with long-term or permanent medical issues will need to renew every three years.
