Traffic Count Program
The City of Winnipeg monitors traffic using both permanent and portable equipment to help us analyze traffic problems, support transportation planning, and time signals throughout the city.
Our permanent equipment is fixed to a single location and continuously counts traffic, while portable equipment serves the remainder of the city one location at a time.
Permanent count stations
All our permanent stations use what is called dual side-fire radar sensors, which are installed roadside to track the number of passing vehicles both by lane and direction.

Portable count stations
We conduct hundreds of traffic counts each year using portable counting equipment. Types of counts conducted at portable stations includes:
- Traffic volume counts by automatic traffic recorders (usually road tubes)
- Speed studies
- Traffic classification counts
- Turning movement counts
- Pedestrian counts
- Cyclist counts
- Vehicle and pedestrian delay studies
Portable counting stations are usually in place at any given location for 48 hours or less and are unable to record any personal details. The video quality is such that it can only be used to identify the type of traffic (vehicle, bike, pedestrian) and number of units that pass by. No people, license plates or other types of personally identifiable information are collected.
