TRANSPORTATION 2050: Reimagining Mobility 

Transportation 2050 is our master plan for moving Winnipeg's transportation system forward. The plan includes policies and actions to help us reach our transportation goals.

Vision: A transportation system that connects Winnipeg and Winnipeggers, supports quality of life and economic vitality, and provides sustainable infrastructure, mode choice, and safe, efficient, barrier-free mobility for both people and goods.

The actions in the plan will help us achieve these targets:

  • Economic prosperity: Efficient goods movement by air, rail, and truck.
  • Mode share: 50 percent of trips are walking, cycling, transit and ride sharing by 2050.
  • Road safety: 20 percent reduction in fatal and serious injury collisions by 2026.
  • Accessibility and equity: The transportation system is accessible and affordable to all Winnipeggers.

Each of the priorities below has associated policies and actions. These were developed to achieve our targets and were based on what we heard from residents and stakeholders.

Land Use

Policy highlights

  • Provide multi-modal transportation options for people and goods
  • Work with other levels of government to connect regional land use and transportation
  • Manage off-street parking to support movement of people and goods
  • Account for the needs of all road users in transportation decision-making

Key actions snapshot

  • Update zoning rules along key transit routes. This will enable higher density through infill development. It will also support high quality urban design at the sidewalk level.
  • Require contractors to provide safe access for all road users during construction.
  • Revise rules to reduce off-street parking.
  • Use incentives to encourage more intensive use of land downtown.
  • Connect new neighbourhoods just outside the city to our networks.
  • Maintain access to sidewalks or create short term work-arounds during construction projects.

People mobility – Walking and Cycling

  • Close gaps in walking and cycling networks.
  • Make walking and cycling more convenient.
  • Improve year-round maintenance of bike lanes and sidewalks.
  • Educate the public about active modes.

  • Work with our neighbours to move goods smoothly and safely
  • Use data and analytics to solve problems that arise

Each year, we will work on the actions in Transportation 2050 to get us closer to our targets.

Note – this is a summary of the actions we are planning to address each year. There are many other ongoing actions that are not listed that impact transportation in Winnipeg and get us closer to our targets.

2026

  • Strategic Road Network (SRN) and Strategic Goods Movement (SGMN) studies underway
  • Winnipeg Area Transportation Study (Travel Survey) to commence in 2027
  • St. Mary's Road/Downtown Corridor Study: starting in mid-2026
  • Curbside Management Strategy & Travel Demand Management Strategies to begin in late 2026

Background

The City of Winnipeg Charter requires that the City update or replace the municipal plan every five years. We call our municipal plan OurWinnipeg. City Council is responsible for approving the plan.

We must also re-adopt subsidiary plans every five years. The Transportation Master Plan is one of the subsidiary plans to OurWinnipeg. The plan was last updated in 2025.

From 2020 to 2025, we worked on updating the Transportation Master Plan. Background on the process and engagement is available on Engage Winnipeg.
