Complaints
The primary focus of the City of Winnipeg in regulating the Vehicle for Hire industry is ensuring safety and accessibility for both citizens and drivers and the By-law and Regulations reflect this focus. When registering a complaint about a vehicle for hire, take the following into consideration.
To report potential criminal activity or a potential crime in progress, please call 911.
To make a report to police that is not an emergency dial the Police Non-Emergency telephone number, 204-986-6222.
Customer service issues and driver related concerns
If the complaint is related to a customer service issue or driver related concern, please contact the appropriate dispatch company. All vehicle for hire operators are required to be registered with a dispatch company and all dispatch companies must have a complaints resolution process in place in order to be licensed. The City requires regular reporting from dispatch companies on complaints received and how they are resolved.
You should be able to provide details around the complaint, including items such as:
- the dispatcher company
- the driver’s name, ID or taxicab drivers license number
- the pick up and drop off location
- the vehicle identification number (a 3 digit number on the car and dashboard of the vehicle)
- the nature of your concern.
Other concerns
- A dispatch company’s complaints process, or response to a complaint;
- Taxi signage;
- Fares;
- Failure to provide a receipt;
- Refusal of service;
- Not providing reasonable assistance to a passenger;
- Not taking the most economical route; or
- Damages to the vehicle
If the complaint relates to any of the above concerns, please contact 311 to register a complaint with the City. Please ensure that you provide as much detail as you can such as:
- the dispatcher company
