Strategic Planning

The Winnipeg Police Board must establish a multi-year strategic plan for the Winnipeg Police Service in consultation with the police chief, in accordance with Part 4 of the Board’s Rules of Practice and Procedure and in compliance with sections 27 and 28 of the Manitoba Police Services Act, section 21 of the City of Winnipeg Board by-law 148/2012 and chapter 5.1 of the Manitoba Police Commission – Manitoba Police Board: Policy and Procedure manual. The current plan covers the period from 2020 – 2024.

Background

The Manitoba Police Commission requires that police boards in Manitoba develop a multi-year strategic plan for their respective police service and publish the plan so that it is available to the public.  The Winnipeg Police Board adopted its first strategic plan for the Winnipeg Police Service in 2015.  The current report was adopted in 2020.

How to have a say on the strategic plan

The Board is responsible for ensuring police services in Winnipeg are delivered in a manner consistent with what the community needs, values and expects. To accomplish this, the Board takes community input into consideration during the planning process.

Citizens can the Board with their comments on what the priorities for police should be through this website and participate in the Board’s community consultations.

How the Board develops its strategic plan

The Board’s Rules of Practice and Procedure outline the steps in the process to develop its strategic plan. The Board studies trends and data about policing and crime in Winnipeg, then releases an annual report on the Environment for Policing in Winnipeg. The Board decides if a new strategic plan is needed, or if the existing strategic plan can be updated for the coming year. The Board consults with the Police Chief and collects community input. The final strategic plan is approved and adopted at a public Board meeting and published on the Board’s website for viewing.
