Red Tape Reduction

Winnipeg's economy is growing and a strong economy requires ongoing evaluation to improve efficiency and access to services. We are working with businesses and business organizations to learn more about the challenges they experience when interacting with the City of Winnipeg.

The red tape reduction stakeholder engagement summary is now available. An administrative report with a list of top ten red tape items will be reviewed by Executive Policy Committee on December 3, 2019.

All those who wish to appear as a delegation can register with City Clerk's. All those who requested updates on this initiative will be contacted with this update.

Thank you to those who submitted feedback to the open call for red tape from May 16 to June 2, 2019 and to those who participated in stakeholder meetings in August 2019. The open call was followed by grouping feedback into themes and arranging meetings with businesses and business organizations to discuss and prioritize into a top 10 list.

The feedback from stakeholder meetings was then discussed with the Public Service, and the appropriate department identified the areas where action can be taken or is already being taken to address the red tape identified by stakeholders. The top ten red tape items represent issues that were brought up by several stakeholders or items that would have the greatest impact.

March 11, 2020 - On February 11, 2020, an itemized list of initiatives and associated timelines for red tape items that fall under the responsibility of Public Works and Customer Service and Communications was provided to Executive Policy Committee (EPC). EPC supported that the Public Service report back in 180 days with an update on red tape. Meeting minutes are available here.

An itemized list of initiatives and associated timeline for items pertaining to the Property, Planning and Development Department are attached to the administrative report on Organizational Improvement Update for the Planning, Property and Development Department that will be considered by Executive Policy Committee on March 17, 2020. To register as a delegation, please contact City Clerk’s. All those who requested updates on this initiative will be contacted with this update.

February 2020 - On December 3, 2019, Executive Policy Committee (EPC) laid over the Red Tape Reduction report for 60 days and directed the Winnipeg Public Service to provide an itemized list of initiatives Departments are undertaking to address the Red Tape items identified within the report and provide specific timelines for the actionable items.

An itemized list of initiatives and associated timelines for red tape items that fall under the responsibility of Public Works and Customer Service and Communications is provided to EPC that will be considered on February 11, 2020. To register as a delegation, please contact City Clerk’s.

Items pertaining to the Property, Planning and Development Department have been forwarded to the CAO’s Office to be addressed as part of the implementation and changes prompted by the investigation. An itemized list of initiatives and associated timeline for these items will be attached to the administrative report on Investigation into Allegations of Improper Conduct within Property, Planning and Development that will be submitted to the Executive Policy Committee by March 2020.

November 2019 - The red tape reduction stakeholder engagement summary is now available. An administrative report with a list of top ten red tape items will be reviewed by Executive Policy Committee on December 3, 2019. June 2019 - Thank you to those who submitted feedback to the open call for red tape from May 16 to June 2, 2019. Feedback is now being analyzed and grouped into themes, followed by stakeholder meetings to prioritize into a top 10 list.

April 2019 – We are asking for you to tell us about your experiences with red tape at the City Winnipeg. Our goal is to hear directly from those who do business with the City, and to determine where we can improve efficiency and access to services. If you have done business with the City, make a submission as we form a top ten list for Council consideration.

On January 22, 2019, The Executive Policy Committee directed the Office of Public Engagement work directly with the Canadian Federation of Independent Business, business owners, and other stakeholders to identify a list of the top ten outdated by-laws or regulations Council could update or eliminate to make doing business in the city more efficient, and report back in 180 days.

On June 25, 2005, Councillor Magnifico, Commission Chair, submitted the Final Report of the Mayor’s (Katz) Red Tape Commission dated June 28, 2005. The report included thirty recommendations for red tape reduction.
