Maps

The Land Information Services Branch manages the creation, maintenance, and distribution of digital land information in both graphical and tabular formats. This includes data for three corporate information systems, the property parcel database, the street centre line database and the property address database, as well as numerous other departmental layers of data such as zoning parcels and city owned land parcels.

Maps and land related information are provided to customers to assist them in performing their professional duties in a variety of industries such as real estate, surveying, cartography, travel, engineering, environmental management, facilities management or public utilities, public service, education, health, and safety.

Following is a brief listing of the types of data maintained by the Branch.

Graphic Databases of the City of Winnipeg
The City of Winnipeg stores and maintains graphic data in a number of digital files using software by Intergraph Corporation (Geomedia) and Oracle. The map features, which the City of Winnipeg has available, can be displayed in a multitude of combinations to suit specific needs. As such, there are no specific products or ‘layers’ of data. Data tends to be grouped by theme. Following is a brief list of the features logically grouped by these themes.

Assessment and Registered Parcel Theme (Base Map)

Property Address Theme

This theme provides a graphic view of the data related to property addressing in the City of Winnipeg, typically is viewed against a background of assessment ownership parcels, and may contain any combination of the following features.

  • improvement (building) outline 
  • building name
  • street number and name 
  • improvement use code
  • private rights of way
  • assessment parcel

Street Centre Line Network (Geocode)

This theme is a graphic representation of physically open roads in the City of Winnipeg through the use of a single graphic line located approximately in the middle of the legal street right of way. The Database supports critical activities in numerous departments including Police, Fire, Ambulance, Transit, and Streets. Also contained in the database are address ranges for each city block. Alleys are not depicted on this database. The features of this theme include:

Zoning Theme

This theme is a graphic representation of the City of Winnipeg Zoning By-laws 100/2004 and 200/2006 and subsequent amendments. All persons making use of this zoning data are reminded that it has been published for convenience of reference, and that the original by-law and amendments on record with the Zoning Branch, Property, Planning & Development Department, should be consulted for all purposes of interpreting and applying the law. Features in this theme include:

Miscellaneous
Following is a list of the various unofficial drawings and files created by Planning,  Property and Development. These drawings may not be current and have no documented standards for accuracy.

  • Airport Runways
    A depiction of the runways of the Winnipeg International Airport intended for mapping purposes only.

  • City Limit Outline and Background Polygons
    These two polygons allow a coloured background to be plotted surrounding the City limit and are intended for mapping purposes only.

  • Flood Contours (1997)
    This drawing contains the high water contours taken from aerial photography dated May 5, 1997, at the peak of the flood.

  • Key Map of Major Streets, City Limit, Rivers
    This drawing is used as a simplified map of Winnipeg and contains such features as major streets, street names, rivers and the City limit. It is used as a key map in various applications where the user is presented initially with an overview of the City and allows the user to select or zoom into a more detailed area of the City where data from other drawings is displayed. It is also used for making simple letter size maps for reports.

  • Landfill Areas
    Parcels delineating the boundaries of present and former landfill areas including garbage dumps, and areas which were filled with organic material which continue to produce methane gas. These landfill areas are restricted from development including a buffer surrounding each landfill. They are intended for mapping purposes only and the boundaries are the subject of continued testing and monitoring.

  • Map Tile Boundaries and Labels
    Many of the City of Winnipeg databases are managed in files based on 1 kilometre and 2 kilometre grids. There are also half kilometre grids. These grid lines and the labels identifying the spaces between grids are used for specifying areas of the City data, for gazetteer functions, and for key maps used to aid in orienting users to sections of the City.

  • Private Roads
    This drawing contains features composed of two parallel lines 10 metres apart that were digitized from 1:5000 air photo prints. Private roads serve as a reference point for addresses and street names that are located on private property but are considered official, such as at the University of Manitoba and the Winnipeg International Airport. Private roads are mainly symbolic, do not relate to road surfaces necessarily, and are intended for mapping purposes only.

  • Railways
    These lines were created to represent a single railway track centred on all major railway rights-of-way as a symbolic method of emphasizing railway tracks and are intended for mapping purposes only. No attempt has been made to map the centre line of a pair of tracks.

  • River Fill Polygons
    These polygons were created to allow maps to display a filled or coloured background.

  • Street Names for Small Scale Mapping
    This drawing contains street names suitable for display at scales ranging between 1:8000 and 1:25,000. These street names are often composed of several text blocks which have been split apart or hyphenated or displayed on two lines in order to fit the names among the street boundaries without interference with each other or the street lines.
