Apply for a permit
All permit applications can be submitted digitally by email and some applications are available on Permits Online.
Preparing to apply
To ensure your permit application is processed as efficiently as possible, confirm your application package is complete prior to submission, with the required fees, plans and other supporting documents. Applications will not be processed until all required documentation is received. Specific requirements are dependent on application type. Incomplete applications will result in delays.

Digital submission requirements
Group and name separate PDF files as indicated, where required for your application. Refer to permit application forms for details on document requirements.
Residential permit applications
Development permits
- Application form (owner statement/letter of authorization, application checklist)
- Status of title - dated within three months of the application along with any City of Winnipeg interests (e.g. caveats)
- Site plan (or building location certificate)
- Civil drawings & specifications (lot grade plan, site servicing plan)
- Building plans (elevations, floor plans)
- Geodetic survey (if located in the Designated Floodway Fringe Area)
- Geotechnical report (if located near a waterway)
- Professional designer’s certificate for housing
Building permits
Ensure you have obtained development permit approval prior to submitting a building permit application, where required for your project.
- Application forms (owner statement, application checklist, declaration form)
- Site plan
- Building plans (construction plans, foundation plan, floor plans, elevations, sections, framing plans, engineered drawings, structural drawings)
- Professional designer's certificate for housing
- Damage report (for fire/structural damage)
- Residential ventilation record (for homes with 5 or more bedrooms)

Acceptable document types
Documents must be submitted in PDF format. Other document types, including JPEG, will not be accepted. Note that some operating systems provide a 'print to PDF' option to convert a JPEG to PDF.
Permit review & issuance
Permit applications will be reviewed electronically and you will be contacted if additional information is required.
Additional information can be submitted via Permits Online up to a maximum file size of 50 MB. If you are unable to submit documents using Permits Online, please submit a PDF copy by email or a link to a Dropbox file to the reviewer who requested the information.
When your permit is issued, you will receive an email with a permit attached, and a link to a ZIP file to download your approved supporting documentation. The ZIP file will be available for 90 days.
