The optional professional certificate program (OPCP) is offered for commercial building permit applications for new construction, additions, and renovations. OPCP applications require professional consultants for all scopes of work involved, and do not undergo detailed structural, mechanical, electrical and building plan review. Prerequisite zoning and development permit approval is required in advance of applying.
The program requires submission of certificates accepting responsibility and liability for construction drawings, evidence of adequate insurance, and other criteria. Please note that a percentage of applications processed will be audited after permit(s) are issued.Permit process & certificates
Pre-consultation requirements
Prior to requesting a project be processed under the OPCP, applicants must contact the commercial plan examination administrator at ppd-bpx@winnipeg.ca to confirm eligibility.
Application review
OPCP permit applications have a target review time of five business days from the date a complete application package is submitted, following a high-level review at the eligibility meeting. Please note that applications will be refused if a prerequisite development permit and supporting approvals, where required, were not obtained in advance of applying.
Enhanced professional accountability
Accountability comes in the form of a more rigorous approach by the City to report professionals who submit building plans under seal that are not compliant with code to the appropriate professional association (as per section 153(1) of the City of Winnipeg Charter Act).
As a result of an audit or inspection, if significant issues of non-compliance are discovered relating to plans submitted under the OPCP, these must be remediated and the City may take steps to limit that professional's future involvement with the program.
