Yes, a plumbing permit is required.
The construction, alteration, repair, extension or renewal of a plumbing system, or replacement of water lines, requires a plumbing permit as per the Winnipeg Building By-law.

To apply for an plumbing permit, provide the following documentation.
A plumbing permit can only be issued to a licensed plumbing contractor or to the homeowner who lives at the property as their primary residence and plans to perform the work themselves.
