Bringing current civil and planning expertise to the Project, the Plenary Roads Winnipeg team has re-designed the Disraeli Freeway using a holistic approach.
The Plenary Roads Winnipeg team includes Plenary Group, PCL Constructors Canada Inc., Wardrop Engineering, Stantec, and Borland Construction. All of our partners are long term residents of Winnipeg, who share our passion to deliver this important project for the people of Winnipeg.

Operations and Maintenance |

Plenary Roads is a subsidiary of Plenary Group, and will be responsible for the operations and maintenance of the Disraeli Project. Plenary and its personnel have asset management experience across a broad range of projects. | |

Plenary Roads will be partnering with Borland Construction for a portion of the operating and maintenance requirements for the Project. Borland is a Winnipeg based versatile heavy construction contractor with a long history of successful project completion. Established within Winnipeg in 1919, the company provides heavy construction such as asphalt paving, concrete paving and aggregate production. Borland remains one of the largest family owned contractors in Manitoba, with extensive local roadwork experience, including:
