Downtown Street Renewals 2026-2028

Over the next three years, the City of Winnipeg will repair and improve several downtown streets. A lot of these roads are old, damaged, or not suitable for how people get around today—whether they walk, bike, drive, or take the bus. The Downtown Street Renewals project will make these streets safer, smoother, and easier for everyone to use.

Background

Over the next three years, the City of Winnipeg will repair and improve several downtown streets. A lot of these roads are old, damaged, or not suitable for how people get around today—whether they walk, bike, drive, or take the bus. The Downtown Street Renewals project will make these streets safer, smoother, and easier for everyone to use.

This project is part of Winnipeg's plan to make roads and transportation better for everyone. The City is following important guides like the Transportation Master Plan and the Pedestrian and Cycling Strategies to help improve safety, make it easier for people to get around, protect the environment, and help the city grow. Fixing downtown streets isn't just about new pavement—it's about building streets that work for a modern city where everyone is included. Improvements will be made to roads, sidewalks, curbs, and street lights. Connections for people walking and biking will also be improved.

The project is in the planning and design stage. When the plans are ready, we will share more details about when construction will start and how it might affect people's living and working in the area. We will make sure to keep everyone updated at each stage of the project.

If you have questions or want to learn more about this project, please check back for updates or contact the City of Winnipeg's project team.

What is the Downtown Street Renewals project?

The Downtown Street Renewals project is a plan by the City of Winnipeg to repair and improve several streets in the downtown area over the next three years. A lot of these roads are old, damaged, or not suitable for how people get around today—whether they walk, bike, drive, or take the bus. The project will make these streets safer, smoother, and easier for everyone to use.

Why is the City undertaking this project?

The City is undertaking this project because many downtown streets are old, damaged, or not suitable for how people get around today. By following important plans like the Transportation Master Plan and the Pedestrian and Cycling Strategies, the City wants to make streets safer and easier for everyone to use. This means making improvements to roads, sidewalks, curbs, and street lights so people walking or biking have better connections and everyone can get around more easily.

When will construction begin?

Locations included as part of the project are:

  • Hargrave St from Ellice Ave to Notre Dame Ave
  • Hargrave St from St. Mary Ave to Graham Ave
  • Carlton St. From Notre Dame Ave to Ellice Ave
  • Carlton St from Portage Ave to St. Mary Ave
  • Carlton St from York Ave to Broadway Ave
  • Edmonton St from Broadway Ave to Portage Ave
  • Kennedy St from Ellice Ave to Cumberland Ave
  • Kennedy St from Portage Ave to Broadway Ave
  • St. Mary Ave from Memorial Blvd to Edmonton St
  • York Ave from Memorial Blvd to Edmonton St
What changes are being considered?

The project will make many changes to the streets and sidewalks in the area. Here are some of the improvements being planned:

  • Fixing and upgrading roads, sidewalks, and curbs so they are safer and easier for everyone to use.
  • Putting in new street lights and repairing things underground, like pipes and cables.
  • Building protected bike lanes and raised bike paths for people who ride bikes.
  • Making intersections safer and easier for everyone to cross.
  • Improving sidewalks and spaces for people to walk and ride bikes.
  • Adding better benches, plants, lights, and places to park bikes.
  • New features to make the area more welcoming and easier to use for people of all abilities.

These changes will help make downtown safer, more comfortable, and easier for everyone to get around.

How will safety be addressed?

Making the streets safer is very important for this project. Experts will carefully check the roads for safety and use special designs at intersections to help everyone stay safe. The project will work on ways to prevent accidents and make sure people walking, biking, and driving can all get around easily.

How will walking and cycling be improved?

The project will make the downtown cycling network safer and easier to use by changing regular bike lanes into protected bike lanes and creating raised paths for bikes, where needed. Sidewalks will be fixed or kept the same as much as possible, and better signs will help people find their way when walking.

What about parking and loading?

Parking is important for downtown. The project will look at how wide the lanes are to make sure people can still have parking, wherever possible. The team will also make sure businesses can still get deliveries and people can get to stores during construction.

How will construction be staged?

Construction will be planned in steps so there is less disruption. There will be clear plans for how cars, trucks, buses, and bikes can get around during the construction. The team will make sure there is still parking and that people can get to businesses during construction.

Will any properties be affected?

Many properties along the project route will be affected while the work is happening. The project team will do their best to limit problems by planning the work in steps, keeping parking and access available as much as possible, and making sure stores and businesses are easy to get to.
