Updates
February 2023 – We will start work on Johnson Avenue West from Henderson Highway to Levis Street in May 2023. We will renew the watermain, improve drainage, reconstruct the roadway, widen the sidewalks, and replace traffic signals and streetlights.
To accommodate the new sidewalks, we will permanently remove one eastbound traffic lane. This lane is currently used mostly for parking. Parking will remain on the north side of Johnson Avenue West.
Additional watermain work will also take place on:
- Brazier Street from Gordon Avenue to Chalmers Avenue
- Levis Street from the Poplar Avenue/Johnson Avenue W alley to Watt Street
- Watt Street from Chalmers Avenue to mid-block between Thames Avenue and Chalmers Avenue
Temporary water service will be provided to properties within the work zones in advance of construction. We will reach out to each property individually. We may need to temporarily shut off water supply to some nearby properties not directly affected by the work. We will provide advance notice of this. For more information regarding water mains please visit Water mains and infrastructure
Work on Johnson Avenue is expected to take about 18 weeks. The additional watermain work on Brazier St, Levis St, and Watt St is expected to take up to an additional five weeks to complete but may happen at the same time as work on Johnson Avenue West.
Traffic and accessibility
Work on Johnson Avenue will happen in two phases. One sidewalk will remain open at all times and parking will be removed for all phases.
- Phase 1: Johnson Avenue will be closed from Henderson Highway to Levis Street starting in May.
- Phase 2: One lane of westbound traffic will be restored prior to September. All other lanes will remain closed until construction is complete.
There will be some additional traffic impacts:
- Brazier Street (Chalmers Avenue to Poplar Avenue): all lanes except one southbound will be closed
- Roch Street (Chalmers Avenue to Poplar Avenue): all lanes except one northbound will be closed
- Transit rerouting will be in place
If you have accessibility concerns, special access requirements, or any other questions about the construction please contract our project team through 311.
May 2022 – Construction on Munroe Avenue from Watt Street to Raleigh Street is scheduled to begin on Tuesday, May 24, 2022 at 7:00 a.m. The work is anticipated to take 14 weeks and includes drainage infrastructure improvements, the reconstruction of the roadway, sidewalk, and private approaches, and the renewal of traffic signals at the Raleigh Street intersection.
A section of aging water main will be renewed between Watt Street and Golspie Street as part of the project and the work will take approximately two weeks to complete. Properties serviced off the water main to be renewed have been notified and will be connected to a temporary water service to maintain water during construction. Surrounding properties may be impacted by short term water main shut offs required to complete the work. The Contractor will provide a minimum of 24 hours notice to any impacted properties of pending short term shut offs that will impact their water service. More information regarding water mains
The construction will progress in two phases. Phase 1 will include the reconstruction of the eastbound lane, as well as the sidewalk and private approaches on the south side of the road. Phase 2 will see the reconstruction of the westbound lane and the sidewalk and privates approaches on the north side of the road.
Impacts to Traffic for 2022 Construction
- Munroe Avenue from Watt Street to Raleigh Street will be converted to a one-way street in the eastbound direction for the duration of the entire project with construction occurring one lane at a time.

Background
The following streets are included in the project:
- Munroe Avenue (Henderson Highway to Raleigh Street)
- Watt Street (Chalmers Avenue to Munroe Avenue)
- Johnson Avenue West (Henderson Highway to Levis Street)
The project locations are critical regional streets that support significant traffic volumes of over 38,000 vehicles a day across all locations and are Winnipeg Transit and full-time truck routes. The urban locations of the project are near adjacent residents, businesses, and schools that will be directly impacted by construction.
The designs include operational and geometric improvements, and upgrades to meet pedestrian accessibility standards. The project team is working closely with various City departments to mitigate impacts to parking, Transit service, and both business and residential access through construction.
Because of the project's limited scope, it will not include any public engagement activities. Instead, the City will reach out to and meet with businesses, residents, and property owners in the area to gather information about parking and loading needs, garbage collection, and access; this information will help us stage construction so it has minimal impact on area stakeholders and will also allow us to make accommodations where necessary.
Up-to-date information about staging, access, and other construction-related topics will be posted on this webpage throughout the project.
If you have not yet heard from us, but own or lease property in the area and believe you may be impacted by this project, please feel free to reach out to us via 311.

Frequently Asked Questions
The 2019-2023 Munroe/Watt/Johnson Pavement Renewals project is supported by the Government of Canada New Building Canada Fund and the Province of Manitoba. Ultimately, the project will see major reconstruction work completed on three regional streets and will greatly improve the condition of the road surfaces and sidewalks.
- Watt Street (Chalmers Avenue to Munroe Avenue)
- Munroe Avenue (Henderson Highway to Raleigh Street)
- Johnson Avenue West (Henderson Highway to Levis Street)
The roadways will be completely reconstructed with new concrete pavement, curbs, and sidewalks. Watt Street will include water main renewal work to upgrade aging water mains prior to completing the road reconstruction.
Construction is scheduled to begin on Watt Street in May 2020.
We will not be doing any formal public engagement on this project as it does not have significant permanent implications on parking, loading, intersection geometries, or routing. We encourage those who feel they may be affected by the acute construction phase (but have not yet heard from us) to reach out directly via 311, who will route your concern to the project manager.
We are attempting to mitigate major concerns, and will work with area stakeholders to minimize construction impacts. Some impacts are inevitable and include:
- Parking removal during construction
- Reduced access from intersecting local streets and alleys
- Bus stop relocations or temporary stop cancellations, bus route detours
- Sidewalk reconstruction may restrict access from Watt Street
If you feel you may be affected by the acute construction phase (but have not yet heard from us), please reach out directly via 311.
As with any road construction project, there will be traffic implications. We are working on the development of traffic management and construction staging plans that minimize the impact to all road users while ensuring construction can be completed quickly and efficiently. We will be initiating proactive public communications once staging is complete to ensure the public is aware of staging, rerouting, lane closures, parking restrictions/removal, and project progress.
Transit services will be maintained throughout construction using various means such as stop relocations, temporary stop closures, and detours. All disruptions will be marked in advance of taking effect.
We encourage those who feel they may be affected but have not yet heard from us to reach out directly via 311.
While the City continues to evaluate its services and projects amid the COVID-19 pandemic, road construction is considered an essential service by the Province of Manitoba and at this time is expected to proceed as planned with the following considerations:
- Our contractors are working with their industry and public health officials to determine safe work procedures for construction sites.
- In-person outreach and consultations to help us understand the needs of property owners adjacent to regional road renewals and other non-Capital projects will now be done remotely via phone, regular mail, email or other online channels.
- We are evaluating options for public engagement on larger capital projects and looking at how to continue to stay connected to Winnipeggers and their feedback and input. Updates on specific projects and their timeleines will be provided once information is available.
We are doing our best to reach stakeholders in a timely and efficient manner but also understand that normal is changing every day and people may no longer be reachable where, or how, we once expected.
If you are a stakeholder on an upcoming project and have new or temporary contact information, please reach out to PWDCommunications@winnipeg.ca.
