2019-2023 Munroe/Watt/Johnson Pavement Renewals Project

February 2023 – We will start work on Johnson Avenue West from Henderson Highway to Levis Street in May 2023. We will renew the watermain, improve drainage, reconstruct the roadway, widen the sidewalks, and replace traffic signals and streetlights.

To accommodate the new sidewalks, we will permanently remove one eastbound traffic lane. This lane is currently used mostly for parking. Parking will remain on the north side of Johnson Avenue West.

Additional watermain work will also take place on:

1. Brazier Street from Gordon Avenue to Chalmers Avenue
2. Levis Street from the Poplar Avenue/Johnson Avenue W alley to Watt Street
3. Watt Street from Chalmers Avenue to mid-block between Thames Avenue and Chalmers Avenue

Temporary water service will be provided to properties within the work zones in advance of construction. We will reach out to each property individually. We may need to temporarily shut off water supply to some nearby properties not directly affected by the work. We will provide advance notice of this. Work on Johnson Avenue is expected to take about 18 weeks. The additional watermain work on Brazier St, Levis St, and Watt St is expected to take up to an additional five weeks to complete but may happen at the same time as work on Johnson Avenue West.

Traffic and accessibility

Work on Johnson Avenue will happen in two phases. One sidewalk will remain open at all times and parking will be removed for all phases.

• Phase 1: Johnson Avenue will be closed from Henderson Highway to Levis Street starting in May.
• Phase 2: One lane of westbound traffic will be restored prior to September. All other lanes will remain closed until construction is complete.

There will be some additional traffic impacts:

• Brazier Street (Chalmers Avenue to Poplar Avenue): all lanes except one southbound will be closed
• Roch Street (Chalmers Avenue to Poplar Avenue): all lanes except one northbound will be closed
• Transit rerouting will be in place

May 2022 – Construction on Munroe Avenue from Watt Street to Raleigh Street is scheduled to begin on Tuesday, May 24, 2022 at 7:00 a.m. The work is anticipated to take 14 weeks and includes drainage infrastructure improvements, the reconstruction of the roadway, sidewalk, and private approaches, and the renewal of traffic signals at the Raleigh Street intersection.

A section of aging water main will be renewed between Watt Street and Golspie Street as part of the project and the work will take approximately two weeks to complete. Properties serviced off the water main to be renewed have been notified and will be connected to a temporary water service to maintain water during construction. Surrounding properties may be impacted by short term water main shut offs required to complete the work. The Contractor will provide a minimum of 24 hours notice to any impacted properties of pending short term shut offs that will impact their water service. More information regarding water mains

The construction will progress in two phases. Phase 1 will include the reconstruction of the eastbound lane, as well as the sidewalk and private approaches on the south side of the road. Phase 2 will see the reconstruction of the westbound lane and the sidewalk and privates approaches on the north side of the road.

Impacts to Traffic for 2022 Construction

• Munroe Avenue from Watt Street to Raleigh Street will be converted to a one-way street in the eastbound direction for the duration of the entire project with construction occurring one lane at a time.
• Thru and right turn movements for northbound Golspie Street at Munroe Avenue will be maintained. Southbound Golspie Street at Munroe Avenue will be allowed to turn left only.
• Transit service will be maintained in the eastbound direction; westbound Transit service will be detoured to Washington Avenue. More Transit information
• Private approach access will be maintained, with the Contractor coordinating with property owners for any interruptions.
• The sidewalk on one side of Munroe Avenue will be maintained at all times.

March 2022 – Year 1 of the 2021/2022 Munroe Avenue Pavement & Watermain Renewal from Henderson Highway to Watt Street was completed in October 2021. The watermain and roadworks are now on warranty which will expire in October 2023. Some landscaping work is anticipated in Spring 2022.

Year 2 of the 2021/2022 Munroe Avenue Pavement & Watermain Renewal from Watt Street to Raleigh Street is scheduled to begin in mid-May 2022.  The reconstruction of the roadway will take approximately three months to complete. Construction will progress one lane at a time with more information regarding traffic management to come closer to the start of construction.

Additional Year 2 work will include the drainage infrastructure improvements, sidewalk reconstruction, private approach renewals, and traffic signal upgrades.

Impacts to Traffic for 2022

• Munroe Avenue from Watt Street to Raleigh Street will be converted to a one-way street in the eastbound direction with construction occurring one lane at a time.

Johnson Ave pavement reconstruction from Henderson Highway to Levis Street is one schedule for construction in 2023. The project is currently in the detailed design phase and is to be Tendered in Fall 2022. The project will include drainage infrastructure improvements, pavement reconstruction, geometry improvements, and sidewalk widening and reconstruction.

March 2021 - Work on the Watt Street Pavement & Watermain Renewal project was mostly completed in October 2020, and all four lanes were reopened to traffic. Final work including joint-sealing and landscaping will occur in Spring 2021.

The next phase of work – the Munroe Avenue Pavement & Watermain Renewal – is scheduled to begin in late April 2021. This will be a two-year project. (See Map tab for more information on the project area.)

Year 1 work will include a watermain renewal from Henderson Highway to mid-block between Brazier Street and Roch Street, as well on Brazier from Munroe Avenue to Donalda Avenue.

Following the watermain renewal work, the pavement will be reconstructed with concrete on Munroe Avenue from Henderson Highway to Watt Street, including the intersection at Munroe and Watt.

Additional Year 1 work will include drainage infrastructure improvements, sidewalk reconstruction, private approach renewals, street lighting improvements, and traffic signal upgrades.

Year 2 work is scheduled to begin in May 2022 and will include the concrete reconstruction of Munroe Avenue from Watt Street to Raleigh Street as well as drainage infrastructure improvements, sidewalk reconstruction, private approach renewals, and traffic signal upgrades.

The following streets are included in the project:

• Munroe Avenue (Henderson Highway to Raleigh Street)
• Watt Street (Chalmers Avenue to Munroe Avenue)
• Johnson Avenue West (Henderson Highway to Levis Street)

The project locations are critical regional streets that support significant traffic volumes of over 38,000 vehicles a day across all locations and are Winnipeg Transit and full-time truck routes. The urban locations of the project are near adjacent residents, businesses, and schools that will be directly impacted by construction.

The designs include operational and geometric improvements, and upgrades to meet pedestrian accessibility standards. The project team is working closely with various City departments to mitigate impacts to parking, Transit service, and both business and residential access through construction.

Because of the project's limited scope, it will not include any public engagement activities. Instead, the City will reach out to and meet with businesses, residents, and property owners in the area to gather information about parking and loading needs, garbage collection, and access; this information will help us stage construction so it has minimal impact on area stakeholders and will also allow us to make accommodations where necessary.
