Pembina Highway Rehabilitation Project

Pembina Highway from Rue des Trappistes to Avenue Ducharme is scheduled for roadwork during the summer of 2021 as part of the City of Winnipeg's 2020-2021 Regional Street Pavement Renewals Program. The project will involve complete road resurfacing and concrete repairs including the roadway, curb, and sidewalks on the southbound lane, and replacement of the existing asphalt surface on the northbound lane to address cracking and deterioration in the roadway. The project is supported by the Federal Governments New Building Canada Fund and the Government of Manitoba.


Updates

April 30, 2021 – Construction on Pembina Highway from Rue Des Trappistes to Ducharme Avenue is scheduled to begin in late May. To address cracking and deterioration, Pembina Highway will undergo a complete road resurfacing including concrete repairs the roadway, curb, and sidewalks on the southbound lane and replacement of the existing asphalt surface on the northbound lane.

Construction will also include enhanced safety measures to counteract pedestrian safety concerns across from the St. Norbert Farmers Market. We will add curb extensions (bump-outs) to help increase driver awareness of pedestrian crossings, as well as reduce the distance of roadway pedestrians are required to cross.

Traffic will be reduced to one lane in each direction in the active construction zone; however, we will be working in small stages to minimize disruptions and the directly impacted area. Access to side streets and private properties as well as pedestrian access throughout the project limits will be maintained throughout construction.

Parking on Pembina Highway from Rue des Trappistes to Ducharme Avenue will not be permitted during construction. Parking on side streets will be maintained.

March 2021 – The detailed design and tender preparation for roadwork construction is currently underway. Notification letters are currently being prepared for local area businesses and property owners.

Background

Pembina Highway is a major route in Winnipeg, carrying high vehicle volumes. It is a Winnipeg Transit route and full-time truck route. The project will involve complete road resurfacing and concrete repairs including the roadway, curb, and sidewalks on the southbound lane, and replacement of the existing asphalt surface on the northbound lane to address cracking and deterioration in the roadway.

As the project's scope is primarily to restore and repair existing infrastructure, there will not be any public engagement activities associated with this work. Instead, the City will reach out to meet with businesses, residents, and property owners along the project route to provide information on localized impacts, and to gather information about any parking, loading, and/or access concerns that may be affected during construction.
