Background
The 2022 Pioneer/William Stephenson/Colony/St. Mary Pavement Renewals project is supported by the Government of Canada New Building Canada Fund and the Province of Manitoba. Ultimately, the project will see major roads work completed on four streets and will greatly improve the condition of the road surfaces and sidewalks.
The following locations are included in the project:
- Pioneer Avenue (Westbrook Street to Main Street)
- William Stephenson Way (Main Street to Westbrook Street)
- Colony Street (St. Mary Ave to Memorial Boulevard)
- St. Mary Ave (Memorial Boulevard to Portage Avenue)
The project locations are important streets that support transportation in Winnipeg’s Downtown. Several are full-time truck routes, important transit routes or vital connections as part of our cycling network. Residents, businesses, and schools will be directly impacted by construction.
The proposed designs include improvements to the pedestrian experience, as well as changes that will make transit more convenient and encourage more cycling. The project team is working hard to mitigate impacts to parking, Transit service, and both business and residential access throughout construction.
Because of the project's limited scope, it will not include any public engagement activities. Instead, we will be reaching out to and meeting with businesses, residents, and property owners in the area to gather information about parking and loading needs, garbage collection, and access; this information will help us stage construction, so it has minimal impact on area stakeholders and will also allow us to make accommodations where necessary.

- Main Street Northbound Sidewalk (William Stephenson Way to Pioneer Avenue)
- The road surface on Pioneer Avenue and William Stephenson Way will be completely reconstructed with new asphalt pavement, concrete curbs, and sidewalks. We will be widening the sidewalks and will reduce pedestrian crossing distances to improve accessibility. New transit stops will be constructed on both streets with heated shelters and large platforms to facilitate upcoming improvements to the Winnipeg Transit networks in the downtown.
- On Colony Street: portions of the sidewalk and roadway will be patched and a new layer of asphalt will be paved on top, providing a road that is smooth and drains well.
- On St. Mary Avenue: the roadway will be completely reconstructed with new concrete pavement, curbs and sidewalks. The existing painted bicycle lanes will be upgraded to protected bike lanes. A new pedestrian corridor will be constructed at the Colony Street intersection to improve pedestrian accessibility.
- The northbound Main Street sidewalk (on the east side of Main Street) will be completely reconstructed to improve pedestrian accessibility and improve traffic roadside safety. Streetscaping elements will be improved.
Construction is scheduled to begin in Spring 2022
We will not be doing any formal public engagement on this project; however, we will be reaching to fronting and directly adjacent businesses and residences to ensure we understanding parking, loading, and access needs prior to construction and can mitigate them as best we can.
- We will be removing parking in numerous locations during construction
- Some parking and loading will be permanently removed from Pioneer Avenue on the north side of the street near Main Street
- Permanent parking and loading will be removed from William Stephenson on the south side of the street between Main Street and Westbrook Street
- We will be reducing access from intersecting local streets, approaches and alleys during construction.
- Access to parking lots and business will be maintained at all times
- We may temporarily relocate or cancel bus stops, or detour bus routes (this will be communicated by Winnipeg Transit)
- Sidewalk reconstruction may restrict pedestrians to one side of the road
As with any road construction project, there will be traffic implications. We are working on the traffic management and construction staging plans that minimize the impact to all road users while ensuring construction can be completed quickly and efficiently. We will be initiating proactive public communications once staging is complete to ensure the public is aware of staging, rerouting, lane closures, parking restrictions/removal, and project progress.
Transit services will be maintained throughout construction using various means such as stop relocations, temporary stop closures, and/or transit detours.
