The University Crescent Pavement Renewals Project is funded through the Regional Street Renewal Program of the City of Winnipeg. It involves pavement reconstruction and resurfacing on University Crescent from Chancellor Matheson Road to Pembina Highway. The project also includes the construction of an active transportation facility from Dysart Road to Pembina Highway.

The University Crescent Pavement Renewals Project involves pavement reconstruction and resurfacing on University Crescent from Chancellor Matheson Road to Pembina Highway. The project also includes the construction of an active transportation facility from Dysart Road to Pembina Highway.

We continue to reach out to and meet with businesses, residents, property owners, institutions, event holders and community groups in the area to gather information about planned works and events, and vehicular, pedestrian and cycling access requirements.

Information gathered throughout the outreach will help us design and stage construction to have minimal impact on area stakeholders; it will also allow us to make accommodations where necessary.

Traffic and normal Transit service will be maintained through the project site, with Rapid Transit service occasionally rerouted. The project will not have permanent implications for parking, loading or routing.

The first phase of construction – Chancellor Matheson Road to Sifton Road – was completed in 2021. The second phase of construction – Thatcher Drive to Pembina Highway began in July 2022 and will be completed from May to July 2023.

What is the University Crescent Pavement Renewals Project?

The University Crescent Pavement Renewals Project is part of the Non-Accelerated Regional Street Renewal Program of the City of Winnipeg.

The project will include a variety of work from Chancellor Matheson Road to Pembina Highway:

  • Roadway reconstruction
  • Roadway resurfacing
  • Active Transportation facility construction from Dysart Road to Pembina Highway including active transportation crossings at signalized intersections
  • Signalization of University Crescent and Markham Road intersection
  • Renewal/Installation of pedestrian corridors
  • Lane reconfiguration of southbound University Crescent at Dysart Road

The project will be completed in three phases.

Phase 1 (2021) – Roadway reconstruction from Chancellor Matheson Road to Sifton Road

Phase 2 (2022/2023) – Roadway reconstruction northbound from Thatcher Drive to Pembina Highway and roadway resurfacing southbound from Thatcher Drive to Pembina Highway

Phase 3 (TBD) – Roadway reconstruction northbound from Sifton Road to Thatcher Drive and roadway resurfacing southbound from Sifton Road to Thatcher Drive

When will construction begin?

Construction began on University Crescent from Chancellor Matheson Road to Sifton Road in July 2021. Phase 2 construction began in July 2022 and will be completed from May to July 2023.

Can I provide feedback on what I want to see happen on these streets?

We will not be doing any formal public engagement on this project, as it does not have any permanent implications for parking, loading, intersection geometries, or routing.

Instead, we will reach out to and meet with businesses, residents, property owners, institutions, event holders and community groups in the area to gather information about planned works and events, and vehicular, pedestrian and cycling access requirements; this information will help us stage construction so it has minimal impact on area stakeholders and will also allow us to make accommodations where necessary.

I live in, run a business on or own a building on University Crescent. How will this impact me?

We are working with area stakeholders to minimize negative impacts. We're taking stakeholder feedback into account as part of our staging plan, and will attempt to mitigate concerns around parking, loading and access.

If you believe you are a stakeholder in Phase 2 (Thatcher Drive to Pembina Highway) and we do not contact you by May 15, 2022, please reach out to us via 311.

How will this impact traffic in the area?

While we are working hard to minimize impacts, one side of University Crescent will be closed at a time with two-way traffic on the opposite side of University Crescent. Turning restrictions may be implemented to accommodate construction activities. Access through major intersections will be maintained. Specific traffic control will be implemented for special events that will take place in the vicinity of the project.

What is road reconstruction vs. resurfacing?

Reconstruction is done when the pavement surface and structure has failed (not just the surface or pavement joints). It replaces the entire pavement structure and typically includes renewal of sidewalks, private approaches and full boulevard restoration. This project includes road reconstruction on University Crescent northbound from Chancellor Matheson Road to Pembina Highway and University Crescent southbound from Chancellor Matheson Road to Sifton Road.

Resurfacing is done when pavement structure is in fair condition, with pavement repairs (joints and select slabs) completed prior to resurfacing. It includes less extensive concrete repairs and new asphalt surfacing. This project includes road resurfacing on University Crescent southbound from Sifton Road to Pembina Highway.

Why are you doing the Pavement Renewals Project?

Pavement Renewals are an essential part of road maintenance. We will not be changing anything major; we are, for the most part, just redoing what is already there.

How will construction affect Transit services?

Normal Transit service will be maintained on University Crescent during construction. Temporary bus stop relocations or closures will be required at various times.

What is the budget for the project?

The Total Project budget is $9.9 million and is currently included in the City’s five-year capital budget forecast.

Will access be maintained to existing businesses along University Crescent?

Access to businesses will be maintained as much as possible with short term, temporary adjustments as required. Approaches may be temporarily closed to facilitate construction. Any disruption to access will be discussed with the applicable business/resident, prior to the disruption.

Will the project include active transportation improvements?

As part of the project, we will construct a new active transportation facility on University Crescent, from Dysart Road to Pembina Highway. This will fulfill a connection identified as a high priority in the City's Pedestrian and Cycling Strategies. Separate pedestrian/bicycle crossings at intersections will be incorporated into the project. The intersection of University Crescent and Markham Road will be signalized and accommodate active transportation crossings.

What safety improvements are included in the project?

In addition to the active transportation facility and associated crossing improvements, the project includes changes to intersection alignment, median adjustments, and the addition of detectable warning tiles; these will all improve safety for pedestrians, cyclists, and vehicles.

How will pedestrian and cyclist safety be considered during construction?

Signage (closure, detour and informational) and barricades will be in place for closures or temporary reroutes of sidewalks and bike paths. Temporary ramping will be in place to ensure all sidewalks and pathways are accessible. Construction site limits will be delineated with fencing.
