Background
The 2020-2022 William/Salter/Selkirk Pavement Renewals Project is supported by the Government of Canada’s New Building Canada Fund and the Province of Manitoba. It will see major reconstruction work, including new roadway and sidewalk infrastructure, on Selkirk Avenue and William Avenue. Salter Street will be rehabilitated, and the riding surface will be restored. The project will also include improvements to pedestrian safety and accommodation.
The following areas are included in this project:
- Reconstruction of William Avenue from Arlington Street to McPhillips Street
- Reconstruction of Selkirk Avenue from Arlington Street to McPhillips Street
- Rehabilitation of Salter Street from the Slaw Rebchuck Bridge to Cathedral Avenue
Because of the project's limited scope it will not include any public engagement activities. Instead, the City will be reaching out to businesses, residents and property owners in the area to gather information about planned building modifications, accessibility and driveway approach modifications (if required). We will also be reaching out to transportation industry stakeholders to discuss rerouting and access needs. Up-to-date information about staging, access, and other construction-related topics will be posted on this webpage throughout the project.
Updates
April 21, 2021 – Work on the Salter Street Pavement Renewal is scheduled to begin on April 26, 2021. To accommodate construction southbound Salter will be closed from north of Selkirk Avenue to Cathedral Avenue. Side streets and back lanes will be maintained whenever possible. Once the work north of Selkirk is complete and reopened to traffic, traffic will be restricted to one lane in each direction from the Slaw Rebchuk Bridge to Selkirk Avenue.
Garbage and recycling pickup will remain unchanged. Parking on Salter Street will also be temporarily removed during construction. Pedestrian access to residences and businesses will be maintained throughout construction. Northbound Transit service will be maintained on Salter and southbound service will be rerouted to Main St between Cathedral Ave and Selkirk Ave. Some stops may be temporarily relocated or closed for short periods of time during construction.

The 2020-2022 William/Salter/Selkirk Pavement Renewals Project is a major road reconstruction and rehabilitation project in the City of Winnipeg supported by the Governments of Canada’s New Building Canada Fund and the Province of Manitoba. Construction will take place over the summers of 2021 and 2022.
In general, there will be two different approaches to the construction for the William/Salter/Selkirk Pavement Renewals. William Avenue and Selkirk Avenue will undergo a full reconstruction that will include new concrete pavements, new curbs and sidewalk. The new roads will be smooth and drain well. All streetlights will be replaced. Additionally, there will be watermain renewals and sewer repairs on these two sections of roadway.
Salter Avenue will undergo a rehabilitation in which existing concrete joints will be repaired where required. Sidewalks and curbs will be repaired where required. Salter Avenue will then have a thick layer of asphalt laid on top of the existing concrete surface. The road will be smooth and drain well. This work is intended to prolong the lifespan of the existing pavement structure.
The City has completed a railway at-grade crossing safety assessment for the rail crossing on Selkirk Avenue. This project will implement the recommendations of this assessment to improve approach grades, approach surface, lines of sight, and signal approach signage.
Additionally, a review of traffic operations, permanent traffic signage, pedestrian safety and geometrics will be completed during the detailed design to address any safety concerns.
Pedestrian facilities will be designed according to the latest accessibility standards and will also focus on serving individuals with visual impairments. New design features will include yellow tactile walking surface indicators at pedestrian crossings, realigned pedestrian crossings, wayfinding paving bands, improved sightlines and increased sidewalk widths on Selkirk Avenue.
While we are working hard to minimize impacts, lanes will be closed, turning restrictions implemented, and on-street parking removed throughout the various project areas to accommodate construction activities. Access through major intersections will be maintained; however, some side street approaches will also be closed to traffic.
Transit services will be maintained throughout construction using various means such as stop relocations, temporary stop closures and/or transit detours.
