Taking a Taxi or Personal Transportation Provider (PTP) can be an efficient and safe way to travel within the City of Winnipeg. To maximize passenger safety, please familiarize yourself with the information provided in each document.

Hailing From the Street

Only taxis and accessible taxis can be hailed from the street. Limousines can also be hailed at the airport only. Personal transportation provider (PTP) vehicles cannot accept a hail from the street. The only exception is hailing a limousine at the airport.

Requesting a Vehicle in Advance

In addition to street hails, requesting a trip from a taxi can be made in advance using a digital platform or phone reservation. Requesting trips using personal transportation providers, including limousines, must be made in advance (pre-arranged) using a digital platform before the vehicle arrives to pick you up.

Types of Vehicles

Taxis and
Accessible Taxis

  • Taxis must have a strobe light, a meter, a driver safety shield, and a camera.
  • Taxis can be hailed from the street.
  • Taxis may accept cash payment.
  • Accessible taxis prioritize requests from passengers who request an accessible taxi.
  • Accessible taxis may be hailed from the street.

Personal Transportation Providers (PTP)

  • Personal transportation provider (PTP) vehicles look like vehicles that anyone can own and operate.
  • Personal transportation provider vehicles do not have a strobe light or meter.
  • Vehicles are dispatched using a digital platform and trips cannot be requested through a street hail or on the phone.
  • Personal transportation dispatchers are regulated solely by the City of Winnipeg.
  • Drivers cannot accept payment and payment may only be made through the dispatcher’s digital platform.

Limousines

  • Limousines are luxury or specialized vehicles that provides transportation services.
  • Limousines may accept cash payment.
  • Limousines may be requested over the phone or on a digital platform.

Fares

The maximum fare that taxis can charge is regulated by the City of Winnipeg. Taxis may negotiate a fare lower than the maximum fare in advance. A taxi driver may ask for fare in advance in accordance with the Vehicle for Hire by-law. Personal transportation provider fares, including limousines, are not regulated, but must be available and agreed upon in advance.
