Seine Riverbank Stabilization - Winter to Summer 2018
The Branch 1 Aqueduct is a vital component of the City of Winnipeg's (the City) water system. This aqueduct is a 100-year-old pipe that crosses under the Seine River and carries approximately 40% of the City's treated water. Stabilizing the bank is important for keeping the Branch 1 Aqueduct safe.
The banks of the Seine River at the Aqueduct crossing are vulnerable to movement. The City has monitored this area for a number of years. A consultant report recommended the City stabilize the west bank in 1999, and the work was completed in 2001. The report also recommended monitoring the east bank for movement.
Recently, our monitoring has shown some movement in the east bank of the Seine River. Any further movement could damage the Aqueduct and limit our ability to distribute water to Winnipeg residents.
Roadwork - Summer 2018
As part of this work, the road will be re-graded to accommodate the surface water in the area. This construction work will include road closures on Notre Dame Street and Maisonneuve Street during the summer of 2018.

The Branch 1 Aqueduct is a 100-year-old pipe that distributes approximately 40 per cent of the City's treated water and connects the Winnipeg Drinking Water Treatment Plant to both the MacLean and McPhillips Pumping Stations.
The clay soils local to riverbanks in the Winnipeg area sometimes require stabilization. Recent monitoring by the City has shown movement within the east bank of the Seine River. Riverbank movement could damage the Aqueduct and disrupt water service to Winnipeg residents.
The stabilization works will occur on the east bank of the Seine River, northwest of the Notre Dame Street and Maisonneuve Street intersection. Please see the Map tab for a map of the project area.

Construction on the riverbank stabilization project is expected to begin early 2018, subject to regulatory approval. The stabilization portion of the work is expected to commence in January 2018 and is anticipated to take 12 weeks. The site restoration portion of the work is expected to be completed summer of 2018.
The construction on the roadworks project on the corner of Rue Notre Dame and Rue Maisonneuve will take place during the summer of 2018.
There may be some noise associated with the stabilization portion of the work however the project team will be taking noise into consideration when planning the construction activities and schedule.
A traffic management plan will be developed to minimize traffic impacts in the area.

A section of the footpath along the river will be closed during construction. A small section of the paved pedestrian walkway may be impacted during construction. Temporary access will be provided during construction to ensure safety for pedestrians and cyclists.
A class 3 cost estimate (expected level of accuracy of +30% to - 20%) of $2.2 million was developed for the project.
A plan will be made to protect fish and fish habitat during construction. This plan will require federal approval from the Department of Fisheries and Oceans.
The majority of the construction will occur within the grassed area northwest of the Notre Dame Street and Maisonneuve Street intersection. The site will be restored to match the existing conditions as closely as possible.
It is anticipated that some trees near the lower slope area may need to be removed. Tree removal will be considered during design and will be minimized as much as possible. If any trees need to be removed, they will be replaced with new trees.
The west side of the Seine riverbank at the Branch 1 Aqueduct crossing was stabilized in 2001. Recent monitoring results indicate that the east bank now requires stabilization.
Large rock-filled retaining structures will be used to stabilize the east bank. This method is similar to the method used in 2001 to stabilize the west bank.
Updates
Update January 2019: The Seine riverbank stabilization portion of work near the corner of Notre Dame Street and Maisonneuve Street is complete. Stabilizing the bank was necessary to keep the Branch 1 Aqueduct safe and ensure a continued supply of water to Winnipeg residents. Revegetation of the site will continue into the summer of 2019. For approximately one week in January, there will be additional construction activities in the area. Please see the Notice of Construction 7 for more details.
Update January 2018: Work is now underway to stabilize the east bank of the Seine River, near the corner of Notre Dame Street and Maisonneuve Street, in North St. Boniface. Stabilizing the bank is necessary to keep the Branch 1 Aqueduct safe and ensure a continued supply of water to Winnipeg residents. Stabilization works are expected to be completed by June 2018.
