Winnipeg Police Board

The Winnipeg Police Board (the Board) is the liaison between the community and the Winnipeg Police Service (WPS). The Board’s purpose is to provide civilian governance respecting the enforcement of law, the maintenance of the public peace and the prevention of crime in the City of Winnipeg, and to provide the administrative direction and organization required to provide an adequate and effective police service. 

Strategic Plan 2026 - 2030

The Board must ensure that community needs and values are reflected in policing programs and strategies, and that policing is delivered in a manner consistent with those needs, values and community expectations. To do so, the Board establishes a multi-year strategic plan that guides the priorities, strategies, and programs of the WPS. This year marks the initiation of the Board’s next multi-year strategic planning process.

The Board views its 2026-2030 strategic plan as an opportunity to effect transformational change in policing and public safety in the City of Winnipeg.  Inn the context of policing in Winnipeg, that change requires foundational shifts in culture, policies, and relationships between the police and the community.

The Winnipeg Police Board welcomes your input to help shape the priorities, strategies, and policies that are implemented to guide the delivery of policing in Winnipeg. It is important to note that the Board may not give orders or directions to the WPS on specific police operations or individual investigations (for example, where police resources are deployed at a given time or in a particular incident) .

The Board is committed to ensure the strategic plan reflects the needs and values of citizens and offers opportunities to share input and concerns with the Board through public consultations, presentations, website surveys and written submissions. The Board is open to public engagement activities to share the mandate of the Board and welcomes invitations to meet with community groups.
