Procurement Process
Steps Taken in the Procurement Process
- The procurement process involved two stages:
- first a Request for Qualifications (RFQ)
- second a Request for Proposals (RFP)
- The RFQ was issued on February 27, 2009 with a closing date of May 11, 2009. The intention was to select three bidders for the RFP process.
- An optional RFQ information session with registered prospective bidders was held in Winnipeg on Wednesday, March 11, 2009.
- A number of submissions were received, all of which met the minimum requirements specified.
- The original three highest scoring respondents that were short-listed after the RFQ process to respond to the RFP were as below (Note – Please also see the most current list above):
- Chief Peguis Constructors: Nelson River Construction Inc., Stonebridge Financial Corporation, AECOM Canada Ltd., M.D. Steele Construction Ltd.**
- DBF2 Ltd.: Terracon Development Ltd., Bituminex Paving Ltd., Taillieu Construction Ltd., Gateway Construction & Engineering Ltd., Genivar Consultants Limited Partnership, Kupskay Consulting Ltd., Fengate Capital Management Ltd.
- Peter Kiewit Sons Co.: Dwayne Serafin and Guy Philippe Decarie*
* On October 6, 2009, subsequent to the announcement of the short-listed proponents, Peter Kiewit Sons Co. withdrew from the procurement process and was replaced by Plenary Roads Winnipeg.
** On October 28, 2009, Chief Peguis Constructors withdrew from the procurement process.
- The Fairness Advisor has verified that the RFQ process was open, fair and competitive. Further the Fairness Advisor has verified that the addition of the fourth highest scoring Proponent to the short list is acceptable as long as the total number on the short list does not exceed three. - The RFP was issued on September 18, 2009 and the Draft DBFM was issued on September 28, 2009.
- At the July 21, 2010 meeting, Council adopted the recommendation of the Winnipeg Public Service to select DBF2 Ltd. as the Preferred Proponent for the Grade Separation alternative in regards to the RFP. The Fairness Advisor verified that the RFP process was open, fair and competitive.
- As of September 17, 2010 the Design Build Financing and Maintenance (DBFM) Agreement, along with all related closing documentation, between The City of Winnipeg and DBF2 Limited Partnership was signed.
Synopsis
- Chief Peguis Trail Extension (Henderson Highway to Lagimodiere) involves construction of 4 lane divided new roadway
- A grade Separation will be built at Rothesay Street
- Multi use bicycle path to encourage walking, cycling and in-line skating
- Intersection improvement to improve safety and reduce delays
- Procurement model will be Design, Build, Finance and Maintain
- First section of the Chief Peguis Trail (route 17) is a 4 lane divided road. It was built between Main Street and Henderson Highway in 1990
