Updates
April 2022 – Reconstruction of Wall Street from Richard Avenue to Notre Dame Avenue is scheduled to begin construction in Spring 2022. 2022 work will also include landscaping between St Matthews Avenue and Richard Avenue.
Reconstruction of Erin Street will occur concurrently, from Wolever Avenue to Sargent Avenue. This section of Erin is anticipated to be complete in October. Work on the segment from Notre Dame Avenue to Sargent Avenue will take place in 2023.
On both Wall and Erin, one lane of traffic will remain open throughout construction with some intermittent turning restrictions. Access to businesses will be undisrupted, but parking will be removed.

April 16, 2021 – Construction on Wall Street from St. Matthews Avenue to Wellington Avenue will begin the week of April 19. Construction is expected to last six months and will limit traffic on Wall to one lane throughout construction. Full details on staging can be found in the construction notice and on the City’s lane closures map.
December 2020 - Work on Sargent Avenue from Erin Street to Arlington Street was successfully completed and the street fully reopened in October of 2020.
Work on Wall Street from St. Matthews Avenue to Notre Dame Avenue is scheduled to begin construction in Spring, 2021 and will take two construction seasons to complete.
Crews will begin on the St. Matthews Avenue to Wellington Avenue portion, aiming to complete the work in October, 2021. Wall Street from Wellington Avenue to Notre Dame Avenue will be completed in 2022.
One lane of traffic will remain open throughout and access to businesses will be maintained. Parking will be removed and turning restrictions will be implemented as required on Wall Street at:
- St Matthews Avenue
- Ellice Avenue
- Sargent Avenue
- Wellington Avenue
- Richard Avenue
- Notre Dame Avenue

August 2020 - The watermain renewal is complete and eastbound pavement and sidewalks are almost complete. Phase 2 will begin on August 8. This phase will move traffic to the newly constructed lanes in the eastbound direction and complete the westbound pavement. This will include excavation of the existing roadway, construction of a new concrete pavement structure, reconstruction of the north sidewalk, and re-grading of the boulevards. The work is expected to be completed by the end of October 2020.
Traffic implications:
- Sargent will be converted to a one-way street in the eastbound direction.
- On-street parking will be prohibited throughout the entire construction period.
- Access to businesses will be accommodated, and both pedestrian access and one-way bus service will be maintained on Sargent Avenue.
- Opposite direction vehicles will be rerouted down either Ellice Avenue or Wellington Avenue.
- Many connecting side streets and back lanes intersecting with Sargent Avenue will be closed in order to reconstruct the intersections.
May 2020 - Construction on Sargent Avenue from Erin Street to Arlington Street is underway and is scheduled to be completed in Fall 2020.
Traffic on Sargent Avenue is reduced to one lane in the westbound direction.
This phase of construction includes the following:
- Renewal of the watermain from Erin Street to Ingersoll Street.
- Concrete Reconstruction of the 2 Eastbound Lanes.
- Reconstruction of Southside sidewalk.
- Traffic Signals Upgrades
Pedestrian and Transit access will be maintained during the duration of the project.

The project will not have permanent implications for parking, loading, intersection geometries or routing; because of the project's limited scope it will not include any public engagement activities.
Instead, the City/Consultant will be reaching out to and meeting with businesses, residents and property owners in the area to gather information about parking and loading needs, garbage collection and access; this information will help us stage construction so it has minimal impact on area stakeholders and will also allow us to make accommodations where necessary.
The following streets are included in the project:
- Sargent Avenue (Arlington Street to Erin Street)
- Wall Street (St Matthews to Notre Dame Avenue)
- Erin Street (Wolever Avenue to Notre Dame Avenue)
We are currently in the process of collecting data to meet with impacted stakeholders and planning construction stages. We hope to release a preliminary schedule by the end of 2019. It is anticipated the construction on Sargent Avenue will begin in the spring of 2020.

This is one of the many projects rolled out under a new initiative that bundles multiple street segments in a common area or with a common scope into a single, multi-year package. The new approach allows a single consultant to review, schedule, design, tender, and oversee construction of a number of streets in close proximity, and facilitates project efficiency and delivery.

As with any construction, there will be traffic implications. We are working with our partner agencies, as well as area stakeholders, to ensure that traffic impacts are kept to a minimum. We will be initiating proactive public communications once staging is complete to ensure the public is aware of staging, rerouting, lane closures, and project progress.
While the City continues to evaluate its services and projects amid the COVID-19 pandemic, road construction is considered an essential service by the Province of Manitoba and at this time is expected to proceed as planned with the following considerations:
- Our contractors are working with their industry and public health officials to determine safe work procedures for construction sites.
- In-person outreach and consultations to help us understand the needs of property owners adjacent to regional road renewals and other non-Capital projects will now be done remotely via phone, regular mail, email or other online channels.
- We are evaluating options for public engagement on larger capital projects and looking at how to continue to stay connected to Winnipeggers and their feedback and input. Updates on specific projects and their timeleines will be provided once information is available.
We are doing our best to reach stakeholders in a timely and efficient manner but also understand that normal is changing every day and people may no longer be reachable where, or how, we once expected.
