Dublin Avenue Bridge Replacement and Regional Street Improvements

Updates

December 2020 The project is now complete. Over the 2020 summer construction season, Dublin Avenue was fully reconstructed (between St. James Street and Midland Street), while St. James Street was repaired and rehabilitated (between Saskatchewan Avenue and Notre Dame Avenue). Thank you for your patience as this work was completed. Minor landscaping repairs and site cleanup will occur in the spring of 2021.

May 2020 – Replacement of the bridge on Dublin Avenue over Omand’s Creek is now complete. Westbound traffic will resume operating on Dublin Avenue on May 4, 2020. At this time, pedestrian access will also be available on the north side of Dublin Avenue. Eastbound Dublin Avenue (as well as the south sidewalk) will remain closed to traffic and pedestrians, as reconstruction of the eastbound lanes will soon begin Roadwork will continue on Dublin Avenue (between St. James Street and Midland Street) and on St. James Street (between Saskatchewan Avenue and Notre Dame Avenue) throughout the summer of 2020. Please see the Notice of Construction (Summer Roadwork) for additional information.

December 2019 – Replacement of the bridge on Dublin Avenue over Omand's Creek will being in January 2020. To complete this work, a complete closure of Dublin Avenue will occur on December 31, 2019 and will be in place until May, 2020. Please see the Notice of Construction for additional information.

September 2019 – A public engagement report outlining public input and how it was considered by the project team is now available under the documents tab. It is anticipated that most construction activity will be in 2020. However, construction of a new bridge on Dublin at Omand's Creek is planned for the winter of 2019-2020.

Background

The existing Dublin Avenue Bridge over Omand's Creek is made of timber and concrete. It was originally built around 1950 and was 24 feet wide. In 1962, it was widened to accommodate four lanes and sidewalks were added on both sides. Through the years, additional work and maintenance has been carried out on the structure.

With its narrow sidewalks and vehicle weight load restrictions, the bridge no longer meets current standards and is in poor condition. Road improvements on Dublin Avenue and St. James Street will be coordinated with the design and construction of the new bridge.

The project includes the design and replacement of the bridge on Dublin Avenue over Omand's Creek with a new structure, roadway reconstruction of Dublin Avenue from St. James Street to Midland Street, and the rehabilitation of St. James Street from Saskatchewan Avenue to Notre Dame Avenue. The preliminary design will consider improvements to sidewalks and transit stops, construction routing, and environmental impacts.

Where is construction taking place?

Construction will take place at Dublin Avenue over Omand’s Creek with the replacement of the bridge. Additionally, regional street improvements will take place including roadway reconstruction of Dublin Avenue from St. James Street to Midland Street and the rehabilitation of St. James Street from Saskatchewan Avenue to Notre Dame Avenue. See Map tab for an overview of the project area.

What is road reconstruction vs. rehabilitation?

Reconstruction is done when the pavement structure is in failed condition (not just the surface or pavement joints). It replaces the entire pavement structure and typically includes renewal of all sidewalks, private approaches and full boulevard restoration. This project includes road reconstruction on Dublin Avenue from St. James Street to Midland Street.

Rehabilitation is done when pavement structure is in fair to poor condition, with restoration possible with pavement repairs (joints and select slabs) prior to resurfacing. It includes extensive concrete repairs and new asphalt surfacing. This project includes the preliminary design of road rehabilitation on St. James Street from Saskatchewan Avenue to Notre Dame Avenue.

When will construction take place?

It's anticipated that most construction activity will be in 2020. However, construction of a new bridge on Dublin at Omand’s Creek is planned for the winter of 2019-2020. Construction staging and relevant information on the temporary closure of Dublin Avenue are found with the project board materials under the Documents tab.

What streets will be closed for this work?

It's anticipated that Dublin Avenue between Field Street and Orange Street will be closed during the winter months of 2019-2020 to complete the bridge replacement over Omand's Creek. However, access to businesses will be maintained during all stages of construction.

Why does the bridge at Dublin Avenue over Omand's Creek need to be replaced?

While routine maintenance ensures the bridge is safe, it is in poor condition and no longer meets today's standards for vehicle loads and sidewalk widths.

What impacts are expected during construction?

Access to businesses will be maintained during construction. Construction will be staged to minimize disruption to the public as much as possible. During the bridge construction work, the primary impact will be the closure of Dublin Avenue. During the summer construction season in 2020, traffic on Dublin Avenue will be limited to a single lane in the westbound direction for the majority of construction. Maps showing traffic management during construction are available in project information boards found under the Documents tab.

What will be done to protect environmentally sensitive areas of Omand's Creek?

Omand's Creek is a provincial waterway and classified as a Type A – complex fish habitat with indicator species by Fisheries and Oceans Canada. Best management practices will be followed for working near waterways that include bridge construction occurring in late fall and winter when water levels are lowest and the potential for runoff is reduced, thereby minimizing water management requirements. The project will comply with regulatory requirements including those with the City of Winnipeg Waterways, Provincial Waterways, Manitoba Sustainable Development, Department of Fisheries and Oceans (DFO), and any others to secure the regulatory approvals that may be necessary to protect the area from environmental harm. Potential naturalization works will be coordinated with City Parks and Open Spaces Division and Naturalist Services Branch.

This is a historically industrial area; if contaminants are found they will be removed, and the area remediated as part of the scope of the project.

What will the impact be on adjacent sidewalks?

Sidewalks will be improved across Omand's Creek as part of this project, however, it's anticipated that during construction of the bridge the sidewalks will be closed. During roadwork, one sidewalk will remain open through construction. A sidewalk will be added to the east side of St. James Street where no sidewalk previously existed.

What will the impact be on local bus routes?

Construction is planned for Winter 2020 to Fall 2020. During construction, the following routes would be affected:

Route 77 – Crosstown North
The route runs on St. James Street north-south from Maroons Road to Notre Dame. There will be no impacts on this route other than minor delays during construction on St. James Street and during intersection construction.

Route 28 – Brookside Express
This express route runs east-west from Sherwin Road to Notre Dame Avenue. The proposed detour will be in place from the beginning of bridge construction until the end of road reconstruction on Dublin Avenue.

The proposed detour is only for the construction timeframe and is not a permanent altering of the bus route.

During construction, Transit users should consult the Winnipeg Transit website and schedules for the most up to date information.

What alternate traffic routes are available during the full closure of Dublin Avenue during bridge replacement work?

Dublin Avenue will only be closed at Omand’s Creek during construction of the new crossing and access to local businesses will be maintained during this time. Maps showing traffic management during construction are available in the Information Session Storyboards found under the Documents tab. Alternate routes include Notre Dame Avenue (via St. James Street) and Saskatchewan Avenue (via Midland Street). Local access is available via Bangor Avenue and Orange Street.

How much will this project cost?

The budget for the Dublin Avenue Bridge Replacement and Regional Street Improvements (Dublin Avenue and St. James Street) is approximately $14.1 million. Class 3 cost estimates will be prepared upon the completion of preliminary design.

Will road construction be affected by COVID-19?

While the City continues to evaluate its services and projects amid the COVID-19 pandemic, road construction is considered an essential service by the Province of Manitoba and at this time is expected to proceed as planned with the following considerations:

  • Our contractors are working with their industry and public health officials to determine safe work procedures for construction sites.
  • In-person outreach and consultations to help us understand the needs of property owners adjacent to regional road renewals and other non-Capital projects will now be done remotely via phone, regular mail, email or other online channels.
  • We are evaluating options for public engagement on larger capital projects and looking at how to continue to stay connected to Winnipeggers and their feedback and input. Updates on specific projects and their timeleines will be provided once information is available.

We are doing our best to reach stakeholders in a timely and efficient manner but also understand that normal is changing every day and people may no longer be reachable where, or how, we once expected.
