Pacific Avenue 4R Winnipeg Depot Open House - Wednesday, October 28
Join us this Wednesday for the Pacific Avenue 4R Winnipeg Depot open house, scheduled to open in late 2016. Drop in to learn about our plans for this depot and to tell us what you think.
4R Winnipeg Depots are places where residents can drop off material that they no longer have use for, but could be recycled, reused, composted, or resold.
The Pacific Avenue 4R Winnipeg Depot will be located on Pacific Avenue, between McPhillips and Weston Streets. This will be Winnipeg's second 4R Winnipeg Depot.

What is a Producer Responsibility Organization?
Producer Responsibility Organizations (PROs) are not-for-profit industry organizations that manage programs to enhance material recycling in Manitoba.
There are currently 13 PROs in Manitoba, and they are approved by the Minister of Water Stewardship and Conservation.
The programs they manage are typically funded by industry, either directly or indirectly, in the form of eco fees on products purchased by consumers. The funds collected by the PROs are used to run their programs and to pay drop-off sites (e.g., the 4R Winnipeg Depots) for handling these materials.
We are working with Producer Responsibility Organizations to accept the following materials at the 4R Winnipeg Depots:
- electronic waste
- consumer batteries
- lead acid batteries
- tires
- household hazardous wastes (e.g., paints, pesticides, other chemicals)
- motor oil, filters, containers
The City will recover the cost of collecting these materials from the PROs and from sale of certain materials back to industry. Without the PROs, these products would be too costly to accept at the depots.
This list may grow or change as agreements with Producer Responsibility Organizations are in place.

4R Depots - Acceptable materials
The Brady 4R Winnipeg Depot location has two distinct drop-off areas:
- Recycling and Reuse
- Garbage
All other 4R Winnipeg Depot locations will accept materials for recycling and reuse only.
Recycling and Reuse - free drop off
The following items will be accepted at all the depots:
- yard waste
- recyclables (items that are accepted in the curbside recycling blue cart program)
- rubble (e.g., brick, concrete)
- ceramic tiles and other ceramics/porcelain (e.g., toilets)
- tree wood waste (e.g., stumps, logs, branches larger than one metre long)
- clean (not treated or painted) timber, lumber and wood (e.g., mill ends, pallets)
- scrap metal and major appliances
- oversized rigid plastic (e.g., buckets, patio furniture)
- bicycles
We are also working with the Producer Responsibility Organizations to accept the following materials at the 4R Depots:
- electronic waste
- consumer batteries
- lead acid batteries
- tires
- household hazardous wastes
- motor oil, filters, containers
This list may grow or change where markets are identified or when agreements with Producer Responsibility Organizations are in place.
Garbage
Available at the Brady 4R Winnipeg Depot location only, for a fee based on the weight of the load.
This area:
- contains drop-off bins for materials that can't be recycled, composted, resold or reused (i.e., garbage), and
- has scales to measure the weight of garbage for disposal.
Who can use the 4R Winnipeg Depots?
The 4R Winnipeg Depots are for residential use only. Acceptable vehicles/attachments include:
- cars, trucks and vans,
- single axle utility trailers.
All other vehicles will not be admitted to the depots and must use the main landfill entrance at the Brady Road Resource Management Facility. Tipping fees will apply to the entire load.
What is a 4R Winnipeg Depot?
A 4R Winnipeg Depot:
- is a place where residents can drop off material that they no longer have a use for, but could be recycled, reused, composted, or resold,
- is larger and accepts more materials than the existing recycling depots.
The 4R Winnipeg Depots are located at 1777 Brady Road, 1120 Pacific Avenue and 429 Panet Road.
A fourth depot may be built, depending on residents' needs
What are the benefits of the 4R Winnipeg Depots?
The 4R Winnipeg Depots:
- are convenient "one stop shops" where residents can drop off materials that would otherwise be landfilled to be resold, recycled, composted, or reused,
- provide residents with more options to reduce and recycle,
- keep more garbage out of the landfill, which means less harmful landfill gas.
The list of accepted materials will continue to evolve and expand overtime as agreements with partner organizations are in place. We recommend that you check our list of acceptable materials before coming to the 4R Winnipeg Depot to ensure we keep as many materials out of the landfill as we can.
Background
On June 23, 2010, City Council asked the Public Service to prepare a comprehensive waste management plan for the entire city to increase our waste diversion rate to 50% or more by reducing household garbage and significantly increasing household recycling.
On October 19, 2011, Council approved the Garbage and Recycling Master Plan. This plan included the construction of up to four community recycling centres. The recycling centres, called 4R Winnipeg Depots, will accept materials that can be diverted away from the landfill by being either resold, recycled, composted, or reused.

Frequently Asked Questions
- The approved capital budget is for three facilities, with funding for a fourth in the budget forecasts. The Council-approved Garbage and Recycling Master Plan recommended "up to four depots".
- Once three depots are operational, we will evaluate the service to determine if citizens' needs are being addressed by three depots, or if a fourth location is still needed.
- If only three are needed, the funds will be removed from the forecast or cancelled. This is standard procedure when projects are under budget or do not proceed.
- The Brady 4R Winnipeg Depot opened in February 2016.
- The Pacific 4R Winnipeg Depot opened in January 2017.
- Detailed design on the third depot, which will be located on Panet Road at Mission Street, has begun, with an expected tendering in early 2017. Construction will follow and should be completed for an opening in late 2017.
- The capital budget of $16.87 million covers the design and construction costs of four depots.
- Operating costs for all depots are extra and will be included in the 2016 to 2018 budget submission.
- On March 25, 2015, City Council approved the 2015 Capital Budget, which included an increase in the budget for the 4R Depots from $14.413 million to $16.87 million.
- The increase is for the construction of facilities for household hazardous waste, installation of a weigh scale at the Brady Road depot and construction inflation.
- There is no charge for dropping off accepted items that can be resold, reused, recycled or composted.
- If you are dropping off garbage (available at the Brady location only), you will have to pay the tipping fee rate to dispose of the portion of your load that is garbage.
- If you want to drop off only accepted materials that can be resold, reused, recycled or composted, you can exit before reaching the garbage drop-off area.
- For your convenience and safety, you will be able to drop off your garbage at the depot.
- The residential tipping face at the landfill closed when the depot opened.
- The 4R Winnipeg Depots are designed as drop-off locations only. We will have protocols in place to accept and manage materials, and for the following reasons, customers will not be allowed to remove materials:
- customer safety (the drop-off bins are designed solely for off-loading materials, and it would be dangerous to scavenge in them)
- agreements with Producer Responsibility Organizations and other material processors
- violation of the City's Solid Waste By-law requirements
- responsibility to ensure confidentiality (i.e., risk of identity theft with electronic materials).
- Producer Responsibility Organizations (PROs) - not-for-profit organizations approved by the Minister of Water Stewardship and Conservation - manage programs to enhance material recycling in Manitoba. There are currently 13 PROs in Manitoba.

- All these products are processed free-of-charge by the PROs. The PROs will pay the City for the amount of materials collected at the depot. Without the PRO programs, these products would be too costly to accept at the depots for processing.
