Yes, a building permit is required.
All outdoor pools, hot tubs/spas and any other structure that can hold 600 mm (2'-0") or more of water need a building permit per the Winnipeg Building By-law.
Seasonal pools and hot tubs/spas don’t need a building permit. But they must meet Winnipeg Building By-law fencing requirements and other applicable codes, standards and bylaws. A seasonal pool is a private pool that you set up and use during certain times of the year or for a short period of time. It can be taken apart or moved without needing special equipment or heavy machinery.

- confirm development permit and other supporting approval requirements
Note: New outdoor pools and hot tubs/spas in new greenfield subdivisions with prior development agreements on title don’t need prior development permit approval if submitted at the same time as the new house application. The development permit will be processed under one combined development/building permit application.
