Pan Am Pool Ceiling, Lighting and Public Address System Replacement Project
Update January 2, 2019 – Pan Am Pool has fully re-opened following significant facility upgrades, including audio system replacement and installation of a new acoustic ceiling and lighting above the main pool. The Council-approved capital project budget was $3.42 million.

Background
The Pan Am Pool, Winnipeg’s premier aquatic facility, is set to receive a major capital investment beginning in summer 2018, as work is undertaken to replace the pool’s 51-year-old ceiling, lighting, and public address system.
Replacement of these important interior components will cost approximately $3.4 million and will ensure that the Pan Am Pool remains a safe and enjoyable facility for many years to come. The Public Service is working collaboratively with Pan Am Pool user groups to minimize the impact of this closure.

A study was completed in November 2017 to assess the ceiling tiles, lighting and public address system. Inspections of the t-bar system supporting the acoustic tiles in Pan Am Pool revealed corrosion due to the high humidity and corrosive pool environment. As these tiles contain asbestos, there is significant risk associated with this issue and the tiles will need to be removed and replaced.
In addition to the structural concerns noted above, acoustic testing by the consultant indicates better acoustic levels can be achieved if the existing asbestos tiles are replaced, providing better sound attenuation for customers, user groups and facility staff. A new acoustic ceiling system and additional sound attenuation on key walls is recommended.
Further testing during a consultant study indicated that lighting levels in this facility are low and should be improved.
The facility public address system, which is mounted within the Pan Am ceiling, is now 51 years old, has been repaired on numerous occasions and has experienced several points of failure. As the pulic address system is required for both programmed events and facility safety announcements, it is imperative that it be replaced as part of the ceiling and lighting work.
City officials will work to open sections of the facility during construction when safe to do so. To help minimize effects of the closure on sport clubs, swimming lesson participants, active living members, general use patrons and private service providers, the Public Service is working to identify other City pool and recreation locations with available space.
Existing programs and services at alternative pool locations will largely, remain unaffected. User groups displaced due to the Pan Am Pool main tank closure have been offered some alternative pool locations based on availability and required amenities.
The project budget is expected to be approx. $3.4M which includes construction, consulting costs, fees, and a construction contingency.
