Commercial and housing in-person inspections of occupied dwellings are available. Alternate and virtual inspections continue to be offered.

The Zoning & Permits office, located at 31-30 Fort Street, does not accept walk-in customers and permit applications can be submitted digitally.

The Commercial Inspections Branch provides building, electrical, plumbing, mechanical/sprinkler, and sign inspection services.
We conduct inspections on all commercial buildings, structures and equipment.
Mandatory Audit Inspections
Once a permit has been issued, site inspections must be conducted by a City of Winnipeg inspector to audit the status of the project and assess compliance with applicable codes, standards, and bylaws. Multiple progress inspections may be required at each mandatory inspection stage based on the size and progress of the project.
Note: Progress inspections are mandatory prior to requesting occupancy.
As per Section 5 of The Winnipeg Building By-law, it is the responsibility of the owner of a building to ensure that every part of the building is in compliance with the codes that were in effect at the time of construction, alteration or renovation. This requirement applies whether or not the owner owned the building at the time that the building, or part of the building, was constructed, altered or renovated.
Professional Certifications
Professional certifications must be submitted once construction is complete and prior to requesting occupancy if design professionals are involved in the project. Professional certifications may also be required when occupancy is not a part of the project. Certifications are required when stand-alone structural, architectural, electrical, and/or mechanical alterations are taking place.

Request for Inspection
Commercial inspections can be booked by completing the Commercial Inspection Request Form (preferred method) or by calling the Commercial Inspections office at 204-986-5190 between 8:30 a.m. and 4:30 p.m., Monday to Friday. Applicants will be contacted to confirm their inspection date.
Please do not use the request form for electrical inspections where the site is occupied without power. Instead, call the Commercial Inspections office at 204-986-5190 between 8:30 a.m. and 4:30 p.m. and indicate the condition. Call 311 outside business hours.
