The City of Winnipeg is changing the existing combined sewer system in order to alleviate basement flooding and reduce the number of combined sewer overflows in the Fort Garry/Fort Rouge area.
The Cockburn and Calrossie Combined Sewer Relief Works Conceptual Design Report was completed in 2010. The study determined that the current level of service (LOS) for the district's combined sewer is lower than a five-year return period design storm.
Construction of new land drainage sewers (LDS) in the Cockburn and Calrossie combined sewer district will convey wet weather in a new land drainage system, improving the LOS. The proposed sewer separation works will be carried out over a number of years requiring a tentative total of 15 contracts within the Fort Garry/Fort Rouge area. A number of contracts may vary depending on the scope of work.
Construction of combined sewer overflow and basement flood relief works in the Cockburn and Calrossie combined sewer district commenced in November 2013 with Contract 1. To date, ten contracts have been completed with a total committed investment of $83.2 Million. Five more construction contracts are still required to complete the Cockburn and Calrossie sewer separation works. Residents who are directly impacted by current combined sewer separation projects should receive a Water and Waste Notice. Details of the current contracts are as follows:

- Estimated cost of contract: $5.3 Million
- Scope of work:
- Sewer separation and new land drainage system will be installed at Carter and Weatherdon Avenues between Stafford Street and Pembina Highway, Wentworth Street, Lilac Street and Arbuthnot Street
Contract No. 7
- Contract start date: 2021
- Expected completion date: 2023
- Estimated cost of contract: $6.9 Million
- Scope of work:
- Sewer separation and new land drainage system will be installed at Harrow Street, Grant Avenue, Weatherdon Avenue, Carter Avenue, Hector Avenue, Ebby Avenue, Harrow Street East, and Sparling Avenue.
