Winnipeg Police Board
The Winnipeg Police Board (the Board) is the liaison between the community and the Winnipeg Police Service (WPS). The Board’s purpose is to provide civilian governance respecting the enforcement of law, the maintenance of the public peace and the prevention of crime in the City of Winnipeg, and to provide the administrative direction and organization required to provide an adequate and effective police service.
Strategic Plan 2026 - 2030
The Board must ensure that community needs and values are reflected in policing programs and strategies, and that policing is delivered in a manner consistent with those needs, values and community expectations. To do so, the Board establishes a multi-year strategic plan that guides the priorities, strategies, and programs of the WPS. This year marks the initiation of the Board’s next multi-year strategic planning process.
The Board views its 2026-2030 strategic plan as an opportunity to effect transformational change in policing and public safety in the City of Winnipeg. In the context of policing in Winnipeg, that change requires foundational shifts in culture, policies, and relationships between the police and the community.
The Winnipeg Police Board welcomes your input to help shape the priorities, strategies, and policies that are implemented to guide the delivery of policing in Winnipeg. It is important to note that the Board may not give orders or directions to the WPS on specific police operations or individual investigations (for example, where police resources are deployed at a given time or in a particular incident).
Community Engagement
The Board is inviting all those who live, work, or visit the City of Winnipeg to share their visions for policing, the areas where policing is effective or where it could be done differently, and what changes are recommend to bring transformational change to policing and public safety in Winnipeg.
Community consultations sessions, open to the public, will be held:
- June 25, 2025: Bronx Park Community Centre, 720 Henderson Highway, 5 p.m-7 p.m.
- July 23, 2025: Fort Rouge Leisure Centre/Osborne Library, 625 Osborne Street, 5 p.m.-7 p.m.

The Board will also be engaging with organizations, community groups, and leaders representing Winnipeg’s diverse community to hear their needs, values, and expectations of policing. Focused discussions are being held with leaders from a broad range of sectors, including:
- Newcomer, cultural, and faith organizations
- Indigenous leadership, organizations, businesses, and community members
- Child, family, and youth serving organizations, education, and student representatives
- Community organizations practicing or advocating in social services, health, and community safety and wellbeing
- Businesses, retail, and labour
