2019-2024 Downtown Streets Renewal Project is supported by the Government of Canada New Building Canada Fund and the Province of Manitoba. It will see major rehabilitation work done throughout Downtown and will ultimately greatly improve road surface conditions.
2022 road renewal is now complete. As we plan for the 2023 construction season, we continue to evaluate how best to consult with stakeholders in a timely and efficient manner. We will once again reach out to directly affected properties to understand the needs of those adjacent to the road renewal area. We anticipate discussions to take place remotely once again via video, phone, regular mail, email, or other online channels.

May 18, 2023 - The tree canopy along Winnipeg’s picturesque Broadway corridor will soon be a lot greener thanks to a joint investment of more than $5.4 million from the City of Winnipeg and Government of Canada.
The Government of Canada today announced a more than $3-million contribution from the Natural Infrastructure Fund, which supports – among other things – projects that use natural or hybrid approaches to increase resilience to climate change, mitigate carbon emissions, and promote Canadians’ access to nature.
Many of Broadway’s existing trees have in recent years succumbed to environmental stresses and disease. Additional dead or dying trees will be removed as part of the five-year Downtown Pavement Renewals Project. The new trees are expected to more than make up for it.
Winnipeg is providing $2.3 million to the initiative, which will see more than 76 trees planted as part of a greater push to revitalize one of Winnipeg’s most iconic streets.
2023 work
2019-2024 Downtown Streets Renewal Project will see major rehabilitation work done on numerous streets in the city's Downtown and will ultimately greatly improve road surface conditions. Construction began on the project in Spring 2020 and continued through 2021 and 2022.
Construction notices advising of local impacts such as temporary lane closures will be posted in the Updates tab section in advance of each construction phase. Businesses and other area stakeholders will be notified directly in advance of local construction.
2023 Construction Activities – May through October
BROADWAY Eastbound between Osborne Street and Carlton Street (May to July 2023):
- Replacing pavement and adding an asphalt overlay
- Installing new concrete sidewalks
- Adding new trees and soil cells and trees
BROADWAY Eastbound between Carlton Street and Main Street (May to July 2023):
- Replacing pavement and adding an asphalt overlay
- Installing new concrete sidewalks
- Adding new trees and soil cells
SMITH STREET between Portage Avenue and Notre Dame Avenue (May to July, 2023): Pavement Reconstruction including removal and replacement of the existing pavement, as well as construction of new curb bump-outs and new concrete sidewalks.
Access to businesses will be maintained as much as possible with short term, temporary adjustments as required. Any disruption to access will be discussed with the affected property in advance.
Traffic restrictions 2023
Broadway
- Westbound traffic will not be affected
- Eastbound traffic will be maintained to at least one lane
- Parking/loading zones will be removed to accommodate construction and traffic flow
Smith Street:
- Various rolling lane closures will be required
- One lane of traffic will be maintained throughout
- Construction will be completed half of the road at a time
- All parking and loading zones will be removed during construction
- The intersections of Notre Dame Avenue & King Street/Smith Street and Notre Dame Avenue & Smith Street & Donald Street/Princess Street will be reconfigured

2019-2024 Downtown Streets Renewal Project is supported by the Government of Canada New Building Canada Fund and the Province of Manitoba. It will see major rehabilitation work done on numerous streets in the city's Downtown and will ultimately greatly improve road surface conditions.
The project will not have permanent implications for parking, loading, intersection geometries or routing; because of the project's limited scope it will not include any public engagement activities.
Instead, the City is reaching out to and meeting with businesses, residents and property owners in the area (via on-line tools, phone calls and mail) to gather information about areaways, parking and loading needs, and planned private construction or renovations; this information will help us stage construction so it has minimal impact on area stakeholders and will also allow us to make accommodations where necessary.
The following streets are included in the project:
- Hargrave Street (Portage Avenue to Ellice Avenue) – Completed in 2020
- Portage Avenue (Memorial Boulevard to Fort Street) – Completed in 2020
- Fort Street (Broadway to Graham Avenue) – Completed in 2020

This is one of the first projects to roll out under a new initiative that bundles multiple street segments in a common area or with a common scope into a single, multi-year package. The new approach allows a single consultant to review, schedule, design, tender, and oversee construction of a number of streets in close proximity, and facilitates project efficiency and delivery.

We are currently working on construction staging and will begin one or more of the streets in the 2022 construction season. Sign up for updates to receive notification of the staging plan when it is confirmed.
We will not be doing any formal public engagement on this project, as it does not have any permanent implications for parking, loading, intersection geometries, or routing.
Instead, the City will be reaching out to and meeting with businesses, residents and property owners in the area to gather information about areaways, parking and loading needs, and planned private construction or renovations; this information will help us stage construction so it has minimal impact on area stakeholders and will also allow us to make accommodations where necessary.
We are working with area stakeholders to minimize negative impacts through construction. We're taking stakeholder feedback into account as part of our staging plan, and are also helping mitigate concerns around parking, loading and access.

As with any construction, there will be traffic implications. We are working with our partner agencies, as well as area stakeholders, to ensure that traffic impacts are kept to a minimum. We will be initiating proactive public communications once staging is complete to ensure the public is aware of staging, rerouting, lane closures, and project progress.
Before any road work begins, building areaways (the underground spaces adjacent to, or part of, some building basements) must be inspected to determine structural characteristics including the presence of out of commission coal chutes and so on. These are a non-invasive, visual inspections which are carried out quickly with minimal to no disruption to your business.
Pedestrian access will be maintained to the extent possible, any interruptions to access will be reviewed with the applicable property owner prior to the disruption. Accommodation for cyclists will be made during construction to assure their safe passage through the construction zones.
Trees are being removed if they are nearing the end of their life cycle and to ensure the long-term health of new shade trees being planted.
Work on eastbound Broadway is scheduled to be completed in 2023 with work on westbound Broadway taken place in 2024. The planned work on Smith is scheduled to be completed in 2023.
Construction notices will be distributed in the Spring of 2023 with additional information. Specific timelines for future construction will be provided prior to construction start. While the City continues to evaluate its services and projects amid the COVID-19 pandemic, road construction is considered an essential service by the Province of Manitoba and at this time is expected to proceed as planned with the following considerations:
- Our contractors are working with their industry and public health officials to determine safe work procedures for construction sites.
- In-person outreach and consultations to help us understand the needs of property owners adjacent to regional road renewals and other non-Capital projects will now be done remotely via phone, regular mail, email or other online channels.
- We are evaluating options for public engagement on larger capital projects and looking at how to continue to stay connected to Winnipeggers and their feedback and input. Updates on specific projects and their timeleines will be provided once information is available.
We are doing our best to reach stakeholders in a timely and efficient manner but also understand that normal is changing every day and people may no longer be reachable where, or how, we once expected.
