Building Owner Responsibilities


The Winnipeg Fire Department’s Fire Prevention Branch has prepared the following document to inform building owners of their responsibilities and assist them by outlining the Manitoba Fire Code requirements for all existing buildings.

The owner or the owner’s authorized agent shall be responsible for carrying out the provisions outlined in this document. For a complete explanation of these maintenance requirements please consult the Manitoba Fire Code.

Manitoba Fire Code Life-Safety Equipment Maintenance Requirements

In brief, the building owner shall ensure that checks, tests, and inspections, as required by the fire code and outlined in this document are completed on schedule and those records are retained. Further the owner shall:
  • Ensure the fire safety of occupants at all times.
  • Comply with the Manitoba Fire Code in all areas of building safety, including implementing an approved fire safety plan and keeping it maintained and current.
  • Ensure that building occupants and supervisory staff are familiar with fire emergency procedures.
  • Appoint, organize and instruct supervisory staff in fire safety.
  • Designate and train sufficient alternates to replace “supervisory staff” during any absence.
  • Ensure that fire drills are conducted in accordance with the fire code.
  • Inform the Winnipeg Fire Department immediately and provide alternate measures for the safety of occupants during temporary shut down or malfunction of fire protection equipment.
  • Implement the accepted fire safety plan and notify the Winnipeg Fire Department of any changes.
  • Post and maintain the emergency procedures on each floor area.
  • Revise the fire safety plan when changes occur that will affect the information therein - at a minimum review the fire safety plan annually and document the review.
