Mobile Food Service Units and Commissaries

The Fire Prevention By-law No. 35/2017 contains regulations for mobile food service units and commissaries. Requirements of the By-law can be viewed in Part 6 of the By-law Fire Prevention By-law 35/2017 .

These requirements were implemented to ensure that all mobile food service units are maintained in a safe condition and do not pose a safety threat to the operators or the public. In order to accomplish this; the By-law requires scheduled inspections conducted by Fire Inspectors who will ensure that mobile food service units maintain their fuel systems and fire suppression systems in conformance with fire protection standards and propane storage and handling requirements. Food trucks from outside of Winnipeg must ensure they have inspection reports for commercial cooking equipment, fire safety equipment and gas appliances to present to the inspector upon request.

Serious accidents have occurred in other jurisdictions from improper use of the propane tanks or gas generators operated on mobile food service units. The proposed regulations and inspection program in the new By-law will ensure public safety on streets and areas where these units operate.

Following the Winnipeg Fire Paramedic Service (WFPS) Fire Prevention inspection, a label indicating that your unit has passed an inspection will be provided by Fire Prevention. The label must be affixed to the mobile food service unit within 25cm of the rear licence plate or in a conspicuous location. If you are operating within the City of Winnipeg and are not displaying a WFPS label you will be ordered to cease operations until such time as a fire safety inspection is completed and a WFPS label is issued.

A checklist has been developed for operators to ensure that they will pass an inspection and confirm compliance to the By-law requirements.
